Public Works Water​/Field Superintendent

Job Summary:

Under direction of the Director of Public Works, the Public Works Water/Field Superintendent is responsible for providing supervision to the Public Works Maintenance Operator personnel. This position organizes, assigns and schedules work crews engaged in the maintenance/operations of the water system and repair of streets, distribution and collection systems traffic markings, signs, and park/facilities. Considerable judgment and discretion is necessary, within established policies and guidelines.

This position supervises crews of skilled, semi-skilled, and unskilled employees.

• Surveys the City's street systems to determine maintenance needs and establishes maintenance programs as required.
• Surveys the City's water/wastewater systems to determine maintenance needs and establishes maintenance programs as required.
• Conducts field inspections to ensure work is completed in an efficient and timely manner.
• Establishes annual performance objectives for the maintenance and improvement of the City's street and utility systems.
• Establishes standard operating procedures for all city maintenance work activities.
• Oversees all general maintenance activities.

• Responds to inquiries and complaints.

• Operates and maintains heavy equipment such as: backhoe, tractor, skid loaders, and dump truck.
• Safely operates and assesses all equipment and machinery in work areas.
• Detects flaws in operations and equipment.

• Supervises the work of public works water/field employees.
• Plans, coordinates and assigns work details.
• Trains and evaluates maintenance crews.
• Resolves problems.
• Enforces City regulations and policies.

• Orders and maintains materials and supplies required in the construction, maintenance, and repairs of streets, waterlines, and other city assets.
• Supervises the issuance of tools, materials and supplies to appropriate staff.

• Utilizes computer systems for work orders, approval of timesheets, memos, agenda items, reports and other correspondence as required.

• Assists in the development, implementation, maintenance, and modification of emergency operations plans.
• Performs other related duties as may be assigned.
• Completes any reports required for the operation of the water system, as well as any reports for the collection system.

• Operating a variety of power tools, hand tools, and various construction and excavation equipment.
• Working under stress and using good judgment in emergency situations.
• Tactfully responding to requests and inquiries from the general public.
• Leading a team of employees.
• Establishing effective working relationships with relationships with customers, other employees, departments and City officials
• Following written and oral instructions.

• Concrete and asphalt street maintenance methods.
• Site restoration maintenance methods.
• Water distribution and wastewater collection systems.
• Practices and techniques of performing field inspections related to areas of assignment.
• City geography including street locations.
• Department safety rules and procedures.
• General management practices.

• High school diploma or equivalent.
• Three years related experience and/or training.
• Three years of supervisory experience, preferred.
• Class B Water Operator License or the ability to obtain within 18 months of hire.
• A valid Texas driver's license.
