Responsible for managing, directing, and supervising the accounting and budgeting activities of the Borough, including budgeting, capital planning, accounts payable and receivable, general accounting, payroll, taxation, revenue, and receipts. Also manages cash and investment of the central treasury with assets exceeding $35 million, supervises professional-level subordinate supervisors, and oversees federal and state regulatory compliance. Serves as an advisor on all Borough financial matters.
EssentialJob Functions
- Plan, organize, and direct all department activities. Supervise and evaluate finance staff. Coordinate all audits performed by external auditors.
- Develop accounting policies, procedures, and control measures; establish and maintain a system of accounts (fund accounting). Supervise the preparation of monthly financial reports for more than 20 funds, including statements of revenue and expenditures and a balance sheet for each fund.
- Collect property and sales taxes, oversee tax and revenue collection activities, enforce penalties and interest, and act as first level in the administrative tax appeal process.
- Oversee the centralized treasury, develop cash flow analysis, certify funds available for contracts, and provide tools to ensure payments do not exceed contracted amounts.
- Manage budget preparation, provide department heads with data for individual budgets, oversee debt payment information, cost analyses, and budget ordinance preparation.
- Administer debt service accounting, work with the Alaska Municipal Bond Bank Authority, coordinate bond issues, and invest proceeds.
- Prepare the Comprehensive Annual Financial Report, combining Borough and School District data, and ensure compliance with GASB pronouncements.
- Serve as Borough Risk Manager, oversee insurance applications and placement of premiums, and administer the self-insured health program.
- Recommend and analyze revenue‑enhancing and cost‑saving measures to the Borough Manager and Assembly.
- Maintain positive working relationships and public image with officials, employees, and the public.
Job Duties
- Provide instruction to other employees in all aspects of job duties unless specialized certification is required.
- Perform other related duties as requested by the Borough Manager.
- Attend evening or weekend meetings, including Assembly meetings, and give public presentations as required.
- Must be able to hear; requires close, distance, color, peripheral, depth vision, and the ability to focus.
- Use hands for writing and PC input; reach with arms; climb or balance; stoop, kneel, and crouch; taste or smell. Frequently work extended hours, often with long desk and PC time.
- Travel occasionally by air or water for out‑of‑town meetings and functions.
- Advanced knowledge of detailed accounting procedures and principles, especially in municipal accounting, and ability to establish and monitor accounting controls.
- Knowledge of general accounting, budget preparation, cash flow analysis, insurance placement, and investment analysis.
- Ability to coordinate, supervise, and administer a full range of municipal finance functions, including data processing.
- Strong written and oral communication, analytical, problem‑solving, supervision, and interpersonal skills.
- Advanced Microsoft Excel skills; working knowledge of Word and PowerPoint required.
- Pre‑employment background check required.
- Certified Public Accountant license preferred; equivalent experience may be accepted.
- Valid State of Alaska driver’s license with acceptable driving record.
- Bachelor’s degree in business administration with an emphasis in accounting, economics, or municipal finance is required.
- Five years of municipal finance experience desired; an advanced degree or certificate may substitute up to two years of required experience.
