Cost Estimator, Journeyman

As a Cost Estimator, Journeyman your duties include, but are not limited to:

• Use routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation.
• Use cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system.
• Select the most appropriate phase of the budgetary cycle (planning, programming, justification, or execution) for initiating new programs.
• Analyze all elements affecting costs for a project of limited scope.
• Analyze contractor financial data using EVM measures of merit to determine program viability with regard to cost and schedule performance.
• Use the ACEIT Tool Suite to perform all program office estimates (mandatory for BES Directorate positions).
• Perform analytical processes, including:
  • Setting up the problem
  • Conducting background research
  • Collecting and reducing data
  • Displaying data for analysis
  • Formulating mathematical expressions
  • Drawing conclusions

• U.S. Citizenship.
• Bachelor's or Master's Degree in a related field and at least three years of experience in the respective technical/professional discipline, three of which must be in the DoW, OR
• Seven years of directly related experience with proper certifications, five of which must be in the DoW.
• Knowledge, experience, and ability to perform tasks related to the technical/professional discipline; works independently and applies proper procedures and processes.
• Problem solving and troubleshooting ability to develop successful outcomes within established program/project guidelines; works independently or under senior oversight.
• Experience using the Automated Cost Estimating and Integrated Tool (ACEIT) Suite — Required.
• Experience building and communicating Program Office Estimates (POEs) — Required.
• Must possess and maintain a T1/NACI security clearance.
