Job Summary
Cost Estimator (Principal) located in Kettering, OH (Dayton, WPAFB), supporting the EPASS GB contract for the Maintenance Repair and Overhaul Initiative (MRO) under AFLCMC/GB.
Responsibilities- Use routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation.
- Use cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system.
- Determine the most appropriate phase of the budgetary cycle (planning, programming, justification, or execution) for initiating new programs.
- Analyze all elements affecting costs for a project of limited scope.
- Analyze contractor financial data using EVM measures of merit to determine program viability with respect to cost and schedule performance.
- Use the ACEIT Tool Suite to perform all program office estimates, which is mandatory for working in the BES Directorate.
- Perform analytical processes including: setting up the problem, conducting background research, collecting and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions.
- U.S. Citizenship.
- BS/BA/Master’s with 24 semester hours in quantitative analysis courses including at least three semester hours of Calculus and three semester hours of Statistics.
- Masters Degree in a related field with at least three years of IT management information systems acquisition cost analysis experience and two years of team management experience, OR
- Bachelor's Degree in a related field with at least ten years of IT management information systems acquisition cost analysis experience and two years of team management experience.
- Expert experience in providing support in planning, organizing, advising, and conducting IT management information systems cost estimating/training tasks in problem areas of moderate scope and complexity.
- Moderately extensive technical responsibility for interpreting, organizing, executing, and coordinating assignments.
- Up-to-date knowledge of new IT management information systems cost estimating methodologies, databases, and tools.
- Authoritative cost estimating decision-making and mature judgment in anticipating and solving complex cost analysis problems.
- Technical capability to assess cost and schedule implications of existing and projected technological advances.
- Ability to evaluate the impact of new and innovative acquisition strategies.
- Experience using the Automated Cost Estimating and Integrated Tool (ACEIT) Suite.
- Experience building and communicating Program Office Estimates (POEs).
- Must possess and maintain a T1/NACI security clearance.
