Position: Utility Management Support (UMS) Group Manager

Advanced-level professional management position within the Utility Support & Project Management Office of Environmental Services. Requires expertise in utility asset management, inventory control, computerized maintenance management systems (CMMS), geographic information systems (GIS), Supervisory Control and Data Acquisition (SCADA) systems, and supervisory and administrative practices.

Under the general direction of the Assistant Director of the Utility Support & Project Management Office, manages a diverse team responsible for administering the department’s asset management, inventory, and utility management systems. Provides leadership in developing and maintaining asset management plans, overseeing system governance and data integrity, supervising staff, supporting operating and capital planning, and coordinating and managing assigned projects with internal departments and external vendors to support efficient, compliant, and sustainable utility operations.

Manages and supervises a multidisciplinary team of professional and technical staff responsible for administering the department’s asset management, inventory control, and utility management systems, including CMMS, GIS, and SCADA. Assigns work; establishes priorities; evaluates performance; provides training and guidance; and supports staff development to ensure effective, compliant, and sustainable program delivery.

Directs the development, implementation, and ongoing maintenance of the department’s asset management program. Oversees the preparation, review, and periodic updates of asset management plans in accordance with established schedules and industry-standard asset management principles. Ensures comprehensive inventories of utility assets are maintained and that asset condition, performance, risk, and lifecycle information is accurately documented.

Oversees governance, administration, and related policies for CMMS, GIS, SCADA, and other enterprise systems used to document asset data, maintenance activities, and operational information. Provides coordination and oversight for system-related projects and initiatives and may serve as project manager for assigned system implementations, upgrades, and improvements. Plans and schedules system upgrades, oversees software and hardware procurement, and manages or coordinates vendor contracts and related services.

Ensures system integrity, data quality, and effective use of information to support maintenance and capital planning and informed decision making. Performs this work with a high degree of independent judgment.

Oversees inventory and storeroom operations, including both onsite and offsite facilities. Ensures compliance with internal controls, safety standards, procurement policies, and applicable procedures. Coordinates with vendors, reviews inventory trends, and supports continuous improvement in inventory management practices.

Prepares, manages, and monitors the Utility Management Support operating budget, including tracking expenditures, monitoring variances, and supporting budget adjustments as needed. Ensures adequate funding to support utility management functions, including internal service charges and external support. Provides financial analysis and budget justification to support asset replacement, maintenance strategies, and long-term capital planning.

Collaborates with County Central Services departments, including purchasing, fleet services, information technology, facilities management, and risk and safety, as well as other departments and external vendors to coordinate services, facilitate requests, and resolve issues on behalf of Environmental Services.

Supports the execution of strategic projects and initiatives that advance departmental goals. Maintains personnel and program information in applicable software systems, assists with onboarding and offboarding processes, and utilizes computerized systems to document and track requests, actions, and outcomes to ensure accountability and follow-through.
