Naval Air Station Key West NAS Key West is a training facility for air-to-air combat fighter aircraft of all military services, with favorable flying conditions year round and nearby aerial ranges.

The station and its associated offshore air combat maneuvering ranges are equipped with the P5 Combat Training System/Tactical Combat Training System which tracks and records aerial maneuvers. On a broader scale, NAS Key West's national security mission supports operational and readiness requirements for the Department of Defense, Department of Homeland Security (e.g., U.S. Coast Guard), Air National Guard and Army National Guard units, other federal agencies, and allied military forces.

The position will support the enforcement of construction contract provisions, specifically the quality control and safety requirements. Personnel providing QA support recommend approval of work in accordance with contract terms and have the authority to stop any portion of the construction contractor's work that poses an imminent danger to personnel, equipment, or property. Lots of project site visits involved in this position.

We are not the construction contractor; we are basically doing the Construction Management work and making sure the construction contractors hired by the navy are doing a good job and staying within the parameters of their contract while maintaining safety. In order to work on this contract, we are seeking staff that is willing to relocate to Key West, FL or nearby areas and live there for the duration of this contract.

This contract is for a base year plus 2 option years for a total of 3 years possible contract period. It will be renewed again after that period or be finished.

• Maintain proper construction contract document files according to NAVFAC standards.
• Review and comment on plans and specifications and provide constructability comments during construction contract development.
• Make visits to project sites to obtain information on facility/site conditions and develop recommendations during project development.
• Coordinate and attend post-award kickoff meetings and pre-construction conferences.
• Schedule, conduct, and document regular progress meetings and other construction related project meetings with all interested parties to review project status, discuss problems, and resolve issues.
• Prepare project status reports when directed using NAVFAC enterprise contract management system formatting (to be provided by Contracting Officer's Representative).
• Coordinate construction operations between contractors, station personnel, and other government agencies and make recommendations for corrections.
• Use and prepare standard template documents for correspondence to construction contractors for deviations from contract schedule or quality
• Provide technical assistance in answering requests for information (RFI) from construction contractors.
• Review and monitor project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc.
• Administer technical aspects of construction contract modifications (prepare cost estimates, review cost proposals, assist contract specialist or contracting officer in negotiations, prepare modification packages for processing by contracting officer).
