Job Description
The MEP (Mechanical, Electrical, and Plumbing) Commissioning Project Manager is responsible for leading and managing all commissioning activities for three newly constructed U.S. Coast Guard facility buildings through project closeout. The Commissioning Project Manager serves as the primary liaison between the owner, contractors, subcontractors, design consultants, and government stakeholders to ensure successful system performance, regulatory compliance, and facility readiness for occupancy and operation.
Commissioning Leadership
Direct and oversee the commissioning process for all MEP systems across three ground-up facility buildings.
Develop, maintain, and execute the commissioning plan, schedule, and testing protocols.
Coordinate commissioning activities with construction, quality control, and facility operations teams.
Ensure compliance with project specifications, Unified Facilities Criteria (UFC), federal standards, and Coast Guard requirements.
Mechanical Systems
- Lead commissioning activities for HVAC systems, chillers, boilers, air handling units, exhaust systems, controls, pumps, and energy management systems.
- Verify proper installation, startup, balancing, and functional performance testing.
- Review TAB (Testing, Adjusting, and Balancing) reports and resolve deficiencies.
- Manage testing and commissioning of electrical distribution systems, switch gear, transformers, generators, lighting controls, and grounding systems.
- Coordinate power quality testing and emergency power system verification.
- Ensure life safety and emergency systems perform as designed.
- Plumbing & Fire Protection Systems
- Oversee commissioning of domestic water, sanitary, storm drainage, fuel systems, and specialty piping systems.
- Coordinate testing of fire suppression, fire alarm, and life safety systems.
- Validate system performance and code compliance.
- Manage commissioning schedules to support project completion and occupancy milestones.
- Conduct commissioning meetings and provide regular progress reports to Coast Guard representatives and project leadership.
- Track commissioning issues, deficiencies, corrective actions, and resolutions.
- Coordinate contractor readiness reviews and witness testing activities.
- Review submittals, startup reports, and training documentation.
- Ensure all commissioning documentation is complete prior to facility turnover.

- Bachelor's degree in Mechanical Engineering, Electrical Engineering, Construction Management, or related field preferred.
- 7+ years of experience in MEP commissioning, construction management, or building systems engineering.
- Experience commissioning federal, military, government, or mission-critical facilities preferred.
- Proven experience managing commissioning activities for large-scale ground-up construction projects.
- Work Environment:
Active construction site within a secure U.S. Coast Guard facility requiring coordination with government personnel, contractors, and security protocols.
