Role Purpose
The Cluster Financial Controller is the senior finance leader for a portfolio of seven companies in Saudi Arabia, covering logistics, tank cleaning, inspection and maintenance, water services, trading, crane hire and equipment rental. The portfolio represents approximately US $150 million revenue and 1,200 employees and forms part of a wider group of 28 companies.
The role is close to CFO level and is responsible for financial control, reporting, governance, compliance, cash flow, business performance and finance leadership across the cluster. The Cluster Financial Controller will partner closely with business leaders while ensuring full alignment with Group policies, systems, delegated authorities and finance standards.
Key Accountabilities1. Financial Leadership and Business Partnering
- Lead the finance function across all cluster companies.
- Act as the principal finance advisor to the ED, GCFO and business leaders.
- Provide clear financial insight on performance, profitability, risk, cash flow and business priorities.
- Support commercial decisions, bids, tenders, pricing, investment cases and operational improvement plans.
- Challenge business assumptions and ensure decisions are financially sound and aligned with Group governance.
- Ensure accurate and timely monthly, quarterly and annual reporting across all companies.
- Lead budgeting, forecasting, variance analysis and management reporting.
- Consolidate cluster performance and explain key movements, risks and corrective actions.
- Improve financial dashboards, KPIs and reporting quality for senior management and Board-level review.
- Ensure reporting complies with Group accounting policies, IFRS and applicable statutory requirements.
- Maintain strong financial controls across all companies, locations and business units.
- Ensure compliance with Delegation of Authority, Group policies, audit requirements and internal control standards.
- Lead audit readiness and coordinate internal, external and statutory audits.
- Ensure timely closure of audit findings and corrective actions.
- Safeguard assets through effective controls over fixed assets, inventory, CAPEX, disposals and reconciliations.
- Ensure full compliance with Saudi VAT, withholding tax, Zakat, corporate tax and ZATCA requirements.
- Review and oversee statutory filings, tax submissions and regulatory reporting.
- Coordinate with Group Tax, external advisors and auditors.
- Monitor regulatory changes and implement required actions across the cluster.
- Drive working capital discipline across receivables, collections, unbilled revenue, payables and inventory.
- Lead cash flow forecasting and liquidity visibility for the cluster.
- Coordinate with Group Treasury on banking facilities, guarantees, letters of credit and funding requirements.
- Support collection reviews and ensure overdue balances are actively managed with operating teams.
- Oversee the performance of offshore shared services supporting finance operations.
- Ensure month-end close, reconciliations, accounts payable, accounts receivable and reporting processes are delivered accurately and on time.
- Drive standardization, automation, process improvement and cost efficiency.
- Monitor service levels, issue resolution and quality of support to the businesses.
- Support effective utilization and improvement of the groups ERP (SAP).
- Lead, coach and develop the cluster finance team.
- Build a disciplined, accountable and commercially aware finance culture.
- Strengthen succession planning, role clarity and performance management.
- Improve collaboration between onshore finance, offshore shared services and Group finance functions.
- 15–20 years of progressive finance experience, including senior finance leadership responsibility.
- Experience operating at Financial Controller, Finance Director, Deputy CFO or CFO-minus-one level.
