Our client is seeking an experienced Health & Safety Manager to lead and develop the company’s Health & Safety function across all operations. This is a newly created strategic and managerial role aimed at expanding the current safety scope beyond Aramco-related projects to cover the company’s overall operations, including offices, branches, workshops, yards, and other operational sites. The role will be based in Khobar and may require visits to other company locations, including Riyadh, Jeddah, and any current or future locations.

The Health & Safety Manager will be responsible for developing policies, procedures, plans, and safety programs, ensuring compliance with company standards, client requirements, and regulatory requirements, while leading the current safety team and building a stronger safety culture across the organization.

Responsibilities
  • Develop and implement H&S policies, procedures, and safety ensuring alignment with applicable legislation and company standards.
  • Manage and execute Health & Safety strategies, initiatives, and plans to ensure departmental objectives are achieved.
  • Provide expert guidance and leadership to projects and operations teams on all aspects of health and safety.
  • Ensure all worksites, including but not limited to branches, workshops, and yards, are fully compliant with company policies, client requirements, and regulatory standards.
  • Develop and enforce H&S plans in line with company procedures and client expectations.
  • Establish, monitor, and maintain transportation safety programs and compliance with applicable regulations.
  • Oversee and ensure the effectiveness of safety training programs (e.g., firefighting, defensive driving on‑road and off‑road and first aid).
  • Conduct and lead regular inspections and audits across all operational areas to ensure compliance and identify improvement opportunities.
  • Identify, assess, and control workplace hazards, ensuring appropriate mitigation measures are implemented.
  • Lead risk assessments and ensure adherence to legal and regulatory requirements.
  • Direct and oversee incident and accident investigations, ensuring root causes are identified and corrective/preventive actions are implemented.
  • Monitor and evaluate H&S performance metrics, ensuring continuous improvement and reporting to senior management.
  • Promote a strong safety culture across the organization through leadership, communication, and engagement initiatives.
  • Lead, mentor, and manage the H&S team, ensuring capability development and high performance.
  • Liaise with external stakeholders, including regulatory authorities, auditors, and clients, as required.
Requirements
  • Bachelor’s degree in Safety Engineering, Occupational Safety, Chemical Engineering, Civil Engineering, Mechanical Engineering, Electrical Engineering, or a related field is preferred.
  • NEBOSH or OSHA certification is required.
  • IOSH or other relevant safety certifications are considered an advantage.
  • 5 to 8 years of relevant Health & Safety / HSE / Safety experience.
  • Minimum 2 years of managerial or team leadership experience.
  • Experience in manufacturing, construction, logistics, transportation, automotive, oil & gas, or similar operational environments is preferred.
  • Experience in Aramco-related projects is considered a plus.
  • Strong English communication skills are required.
  • Arabic language skills are required.
  • Ability to work in both office and field environments.
  • Ability to travel to company sites when required.
  • Experience in managing or leading a safety team is required.
  • Experience in developing safety policies, procedures, plans, training programs, audits, and risk assessments is required.
