Position Overview
State of Hawaii, Department of Accounting and General Services, Office of Enterprise Technology Services (ETS) has an exempt procurement position on Oahu.
Salary: $3,750 – $4,167 per month
Key Responsibilities- Provide procurement expertise, coordinate procurement activities, and support staff in conducting complex solicitations involving program analysis and development of procurement strategies for highly technical purchases.
- Draft and finalize documents for senior management signatures, process requests for approval, and maintain files, including legislative bills, correspondence, and fiscal records.
- Develop budget, expenditure planning, manage fiscal operations, review reorganizations, and coordinate activities for accounting and processing of purchases, payments, and related budget and fiscal matters.
- Ensure compliance with State statutes, Hawaii Administrative Rules, applicable federal guidelines, and other procurement policies and procedures when procuring goods and services and expending public funds.
- Minimum educational requirement:
Bachelor’s or Associate’s degree from an accredited institution. - Progressive procurement experience demonstrating knowledge of common purchasing resources and expertise in procurement processes (analysis of offers, bonding, indemnification, insurance, severability, procurement notice, receipts).
- Proficient knowledge of procurement principles and practices, procurement guidelines for public funds, market conditions and industry standards, research principles and methodologies.
- Strong skills: establishing effective relationships, researching requirements, evaluating documentation, developing technical specifications, creating purchasing policies and procedures, drafting legislative proposals, training others, communicating effectively, problem‑solving, project organization, independent judgment, and ethical standards.
This exempt, temporary position is at‑will. The State of Hawaii requires employees to be U.S. citizens, nationals, or permanent residents, or eligible under federal law for unrestricted employment in the United States.
