Position: Economic Development Specialist II (SR-22)

Economic Development Specialist II

This is a non-civil service limited-term position. All positions within the Office of the Mayor are appointed. The Economic Development Specialist II is assigned to the SR-22 salary range. Appointment may be made at any rate within the salary range from $5,369, SR-22-D to $7,644, SR-22-M, per month at which appropriate qualified applicants can be recruited. Participates in the planning, development, coordination, and evaluation of economic development projects and programs to encourage the establishment of new businesses and industries or to support existing economic activities on the islands of Maui, Molokai and Lanai;

conducts research and analyses on a wide variety of topics associated with economic development; prepares reports of findings and recommendations; and performs other duties as required.

Distinguishing Characteristics:
This class differs from the Economic Development Specialist I in that the Economic Development Specialist II participates in the planning, development, coordination, and evaluation of a wide variety of economic development projects and programs to encourage the establishment of new businesses and industries or to support existing economic activities on the islands of Maui, Molokai and Lanai; whereas the Economic Development Specialist I assists higher level specialists by performing required research and preparing reports of findings and analyses of data, and developing preliminary drafts for assigned economic development projects.

Conducts studies and analyses of industries, products, and commodities including factors such as production, transportation, finance, marketing, and resource requirements to identify areas of need and potential economic projects; compiles and evaluates economic data on industry and agricultural enterprises of the county in order to develop marketing and promotional programs and to identify trends, opportunities and adverse developments; keeps abreast of current laws, regulations, and tax incentives at local, national and international levels to determine opportunities for employment and business in Maui County;

coordinates the development of feasibility studies, environmental assessments, and other fact finding activities related to the development of new projects; seeks potential funding sources for desired projects and assists in negotiating for such funding from other public and/or private agencies; develops grant proposals to secure project funding; oversees the implementation of economic development projects by monitoring project fiscal activities, evaluating project progress, preparing technical reports, serving as project liaison, etc.;

plans, develops, and implements projects and activities that are designed to support and enhance the success of existing businesses and industries; coordinates the establishment of training and re-training programs, as needed, in order to keep businesses/industries viable; creates publications and gathers and disseminates statistical data and information to assist existing businesses; participates in the development of the County's economic development goals, objectives, and strategies;

may monitor the work of consultants or supervise lower level staff hired for particular economic development projects.

Training and

Experience:

(1) A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business administration, public administration, economics, marketing, finance, agriculture, foreign trade, or a related field and three years of responsible work experience involving the compilation, examination, analysis, and interpretation of statistical and other data. Knowledge of: principles, practices and theories of marketing and/or business administration;

research and statistical methods, techniques and procedures; economic resource materials and sources; governmental organization, programs, and functions as they relate to economic development and business; trends in state and local planning; report writing; public relations. Ability to: plan, organize and execute statistical research projects; analyze data; develop and modify research methods and techniques; interpret research findings and conclusions to others;

prepare clear and concise written reports; communicate effectively orally; work effectively with others; recognize data trends and problems and interpret their significance; apply theories and principles of marketing and economic development. Selective Certification:

  • Specialized knowledges, skills and abilities may be required to perform the duties of some positions. For such positions, certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position.
