- Develop the high‑level scope and strategy for wildfire mitigation programs, projects, and operational initiatives by applying system design and equipment specifications.
- Define and develop wildfire initiative scope and strategy under guidance of the Wildfire Mitigation Planning Supervisor.
- Support prioritization frameworks by assessing design, feasibility, cost, risk‑reduction value, and other criteria to reduce wildfire risks.
- Maintain a centralized repository of scoped initiatives tied to the Wildfire Safety Strategy (WSS) goals.
- Monitor and support scope implementation; escale deviations regarding cost, scope, or prioritization conflicts.
- Benchmark ongoing wildfire mitigation techniques and technologies across the utility industry to inform the ongoing development of the WSS.
- Develop methodology to apply risk‑informed analysis to ensure cost‑effective risk reduction of grid hardening and operational improvements.
- Conduct analysis that informs the 1‑3 year roadmaps supporting specific scope and timing of wildfire initiatives with clear linkage to strategic objectives and targeted risk reductions.
- Support portfolio and performance management by monitoring the mitigation effectiveness and system performance of completed projects and initiatives.
- Monitor ongoing system performance improvements related to reliability and ignitions; propose adjustments to wildfire initiatives and scope reflecting operational feasibility, risk‑reduction optimization, and regulatory compliance.
- Prepare data and analysis materials to gain consensus on wildfire mitigation strategy and scoping decisions across Hawaiian Electric governance meetings and external stakeholder engagements.
- Provide subject‑matter expertise for preparing and reviewing regulatory filings and information‑request responses related to electric system engineering and asset performance; support the Wildfire Portfolio & Performance team in assessing regulatory compliance as projects progress to execution and completion.
- Identify and recommend adjustments to project planning frameworks and scoping processes to support continuous improvement of the WSS.
- Participate in company emergency response activities as assigned, including any activities required to prepare for such response.
- Bachelor’s degree in Engineering or a related field.
- Working knowledge of distribution and transmission system design and operation.
- Working knowledge of industry wildfire mitigation plans and application of mitigation plans addressing risk reduction, work prioritization, and benefit‑cost analysis.
- Understanding of wildfire risk across Hawaiian Electric’s territories, including regulatory, technical, operational, and public‑facing dimensions; strong grasp of internal processes related to utility system planning, work management, and scope development and approval.
- Familiarity with project feasibility, cost‑benefit analysis, and prioritization techniques.
- Strategic Planning:
Ability to develop multi‑year work plans to achieve high‑level objectives. - Scope Development:
Ability to define, justify, and communicate wildfire‑related scope and related process improvements to drive risk‑informed prioritization. - Cross‑Functional Coordination:
Effectively collaborate with various internal and external organizations and teams. - Technical Proficiency:
Skilled in grid‑related applications including visualization and project management tools, as well as standard applications such as Smartsheet, Excel, and SharePoint. - Critical Thinking and Decision Making:
Ability to understand and accurately define problems, analyze and synthesize information, identify and evaluate solution options, and make sound decisions or recommendations; manage complexity, uncertainty, and conflicting information using structured problem‑solving approaches. - Analytical:
