This position is with the State of Hawai‘i, Department of Budget and Finance, Hawai‘i Employer-Union Health Benefits Trust Fund.

Salary is commensurate with education and experience, $8,333 - $14,583 / month.

The primary function of this position is to assist the EUTF Chief Investment Officer in overseeing the EUTF's investment portfolios. The responsibilities include to: (1) Serves as the lead in one or more of EUTF’s strategic asset classes and oversees the analysis, selection, and monitoring of investments within the asset class. (2) Responsible for investments within the assigned asset class, maintains a universe of potential investment opportunities, monitors performance and risks, and makes investment recommendations to the Chief Investment Officer.

(3) Oversees investment operations and compliance functions, and (4) Performs special assignments and other duties on behalf of the Investment Office.

The EUTF Investment Officer performs advanced levels of analysis requiring the application of comprehensive and in-depth knowledge and seasoned judgement without supervision and guidance, manages completion of projects with Investment Analysts, contributes individual perspectives and insights, and develops key business relationships beneficial to the long-term success of EUTF’s investment program.

LEGAL AUTHORIZATION TO WORK REQUIREMENT

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, national, or permanent resident aliens of the United State, or eligible under federal law for unrestricted employment in the United States.

RECOMMENDED QUALIFICATION SA. Knowledge of

Corporate finance, accounting, and economics; banking, the financial markets, and the reporting and analysis of financial data; modern financial theory and its implications for management decisions; various investment markets, including U.S. stocks and bonds, foreign stocks and bonds, real estate, commercial and residential mortgages/loans; and timber, capital, emerging, and alternative markets, to enhance performance measurement calculation, reporting, and other program activities;

institutional investment practices, economic theories and principles relating to the investment of institutional funds, various investment strategies and vehicles in both public and private markets (e.g. global equities, fixed income, derivatives, commodities, buyout, venture capital, real estate, commingled funds, separately managed accounts, and limited partnerships), asset allocation methodologies, securities lending, securities settlement procedures, and quantitative investment methods; research resources and techniques to evaluate investment risks;

and fiduciary and prudence guidelines and standards governing the investment of public trust funds.

B. Skills and Ability to

Understand and interpret complex material including financial and economic material, laws, rules, regulations and policies; use correct English grammar, punctuation and spelling; communicate information in a succinct and organized manner; produce written information that is appropriate for the intended audience; express information to individuals and groups effectively, taking into account the audience and nature of the information; identify problems, including obstacles, unforeseen circumstances, etc.
