Duties Summary

Positions in this occupational field supervise, perform or provide staff leadership, guidance and assistance in the management analysis functions involved in program management.

Level IV positions analyze, evaluate, develop and recommend sound organization, efficient administrative policies, procedures and practices for such entities as large departmental field offices and/or interrelated organizational units covering administrative and staff functions; discuss, explain and obtain tentative concurrence on studies of improvement, efficiency changes, expansion and other recommendations from officials in charge of various functions involved; develop plans and procedures in the exchange and/or furnishing of data, standardizing forms and procedures and others;

and perform other related duties as assigned. These positions may conduct analysis and research on issues such as reorganizations, administrative rules, etc.

Minimum Qualification Requirements
  • Legal Authorization To Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
  • Basic

    Education:

    A bachelor's degree from an accredited four‑year college or university.
  • General

    Experience:

    Six (6) months of professional work involving the analysis and evaluation of managerial policies, systems, methods and practices in the development and/or improvement of same.
  • Specialized

    Experience:

    Two (2) years of professional management analysis experience; viz., experience in conducting organizational analyses, work measurement/methods studies, management information systems design and evaluation, and management surveys in order to identify problem areas and develop recommendations for improving the economy, efficiency and effectiveness of a given operation through the proper application of sound methods, principles and practices of management.
  • Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements will apply.
  • License

    Required:
