Position: Program Specialist IV - Executive Office on Early Learning

Salary Range: The program offers placement on the initial step of the salary range for new external applicants, with potential for above initial step based on special characteristics, critical needs, exceptional qualifications, availability of funds, and prior approval. Hawaii State Department of Education employees will be placed in accordance with department regulations. Program Specialist IV, SR-22: $5,369.00 - $6,535.00 per month.

Responsibilities
  • Assist with planning, implementation, and monitoring of projects, programs, and events addressing the State's early learning system.
  • Assist in defining project scopes, objectives, and deliverables of the Executive Office on Early Learning.
  • Coordinate cross-disciplinary teams to ensure project and program timelines and deliverables are met.
  • Conduct research based on community concerns and program performance using the evaluation plan.
  • Serve as liaison and coordinate meetings and special events.
  • Conduct studies and analyses of programs, operations and activities.
  • Research changes in State and federal laws, rules and regulations, community concerns, etc.
  • Develop and interpret new or revise existing program policies and procedures, rules, regulations, and program standards.
  • Provide consultation to various committees, other agencies and community groups and organizations concerned with the agency’s program.
  • Assist in locating funds and other resources from State, federal, county and private agencies to support program activities and functions.
  • Develop and monitor contracts and grants.
  • Monitor and evaluate program operations and activities to ensure program objectives meet State and federal requirements.
  • Develop and implement corrective action plans to address program deficiencies.
  • Develop training programs to implement new or revised program policies, procedures, activities, functions, etc.
  • Assist in the preparation of the agency’s State plan.
  • Develop legislative proposals and testimonies.
  • May speak before groups to promote or provide information or coordinate program activities and objectives.
  • Assist in the development and justification of budget requests.
  • Provide technical assistance, consultation and interpretation of program rules and procedures to agency staff and other public, private and community agencies.
  • Develop and coordinate implementation plans for specific program areas.
  • Advise and explain program requirements to data‑processing personnel.
  • Basic Education Requirement

    Graduation from an accredited four-year college or university with a Bachelor’s degree. Excess work experience of comparable scope, level and quality may be substituted on a year-for-year basis. The qualifications must demonstrate ability to write clear, comprehensive reports and documents; read and interpret complex written material; and solve complex problems logically and systematically.

    Experience Requirements

    Applicants must have progressively responsible experience as described below, or an equivalent combination of training and experience.

    • Program Specialist IV: 2.5 years Specialized Experience, 0 years Supervisory Experience, 2.5 years Total Experience.
    Specialized Experience
    • Type 1: Progressively responsible professional experience demonstrating the ability to conduct studies and analyses of programs or projects through active participation in planning, coordination, development, and/or evaluation of programs and program activities. Must involve program interrelationships, effectiveness or intra-program integration, high analytical skill, ability to identify information needs, collect and analyze data, identify problems, propose solutions, read, comprehend and interpret complex material such as State statutes and federal regulations, and draft comprehensive reports of findings and conclusions.
    • Type 2: Progressively responsible professional work experience in a relevant field/program area that provides knowledge of principles and practices, current issues, and concerns of the identified field/program area, and of State and federal agencies, community organizations and agencies, resources and services interacting with the agency’s programs and activities.
    Substitutions Allowed

    A Master’s degree in business administration, public administration or a related field may be substituted for one year of Specialized Experience as described under Type 1.

    Quality of Experience

    The applicant’s overall experience must have been of such scope, level and responsibility to conclusively demonstrate the ability to perform the duties of the position.

    Requirements

    Applicants must meet all required education and experience as of the date of application. Experience is calculated based on full-time 40-hour work weeks. Part-time experience is prorated. Excess hours beyond 40 hours per week are not credited.
