About the Team

The position is in the Comptroller’s Office that under the general direction of the Governor of the State of Hawaii, plans, directs, and conducts centralized accounting, auditing, risk management, property management, surplus programs, inventory management and central purchasing programs; manages a variety of general services that include central records storage, records management assistance, operation and maintenance of state buildings and grounds, maintenance and repair of neighbor island public school buildings, central mail and messenger services, parking, motor pool, survey of state lands, the planning, design, engineering and construction of public works, centralized office leasing services, electronic data processing and telecommunications.

the Role

The primary purpose of this position is to lead efforts in planning and policy development by providing guidance and assistance to the departmental staff in matters relating to modernization efforts, legislative processes, communications support, and emergency response procedures; and also to provide support and guidance to the Comptroller in all matters relating to the department.

In this role, you will:
  • Lead the department’s strategic planning by aligning goals with Comptroller priorities and statewide directives. Identifies opportunities to modernize programs, processes, and systems through research and analysis, then develops proposals with timeline, resource needs, and performance measures. Supports modernization projects including legislative, communications, emergency operations, and digital improvements while tracking progress and reporting to leadership. Ensures strategic plans incorporate legislative changes and integrates modernization into emergency operations in coordination with internal and external partners.

    Oversees communication and change-management activities to ensure clarity and consistency across platforms.
  • Serves as the department’s primary legislative contact. Coordinates drafting of legislative proposals, tracks bills, prepares testimony, and supports strategy for advancing the Administration’s legislative package. Oversees bill review after passage, ensures completion of mandated reports and studies, and prepares end-of-session summaries on impacts to programs and attached agencies.
  • Acts as secondary contact for media and public information. Assists with media responses, web content maintenance, and production of communication materials. Builds relationships with media and community groups. During emergencies, serves as backup liaison for public affairs. Monitors all media sources daily and alerts the Comptroller to relevant issues.
  • Supports Emergency Management Officers during routine and emergency operations. Assists with emergency procedures, coordination with HIEMA and FEMA, and development of Emergency Operations Plans and Continuity of Operations Plans. Participates in trainings and exercises and helps coordinate training for program designees. Maintains internal communications systems for emergencies and assists in DOC activation, including sheltering and disaster response activities.
  • Keeps the Comptroller informed of emerging issues and suggests solutions. Provides specialized project support as assigned and performs other related duties.
