The Department of Parks and Recreation (DPR) is seeking to fill a vacant Human Resources Specialist V position in their Executive Services Division in Kapolei. Under the general supervision of the Administrative Officer II, this position assists in planning, directing and coordinating the Department’s personnel management program including labor relations, organizational changes, workers compensation, employee services, and directs and administers the departmental training program.
WhatYou Will Do
- Provide labor relations guidance and conduct workplace investigations, advising management on employee discipline, grievances, complaints, leave and drug‑testing matters, collective bargaining agreements, policies, rules, and applicable laws.
- Lead and represent the Department in labor and employment proceedings, including grievance hearings, arbitration, disciplinary and pre‑determination hearings, unemployment and workers’ compensation matters, and Civil Service Commission proceedings, while collaborating with Human Resources and legal staff to ensure compliance and minimize organizational liability.
- Develop, coordinate, and deliver employee training and development programs based on departmental needs, including supervisory and management training in areas such as investigations, discipline, performance management, harassment prevention, ethics, interviewing, and supervision.
- Oversee departmental training operations and resources, including assessing workforce skill needs, coordinating with internal and external training providers, managing training records and requests, chairing training committees, supporting division training coordinators, and evaluating programs to ensure effectiveness and continuous improvement.
- Provide comprehensive personnel management support and guidance on recruitment, appointments, transfers, separations, performance management, classification and compensation, leave, workers’ compensation, employee benefits, retention, and other employment matters; review organizational and staffing changes, support personnel policies and procedures, and conduct operational and classification analyses to improve departmental effectiveness.
- Perform other related duties as assigned.
- May work evenings, weekends, and holidays.
- Will serve as a Disaster Response worker and alternate Damage Control Coordinator during declared emergencies.

Minimum Qualification RequirementsAt time of application, you must be a citizen, national or permanent resident alien of the United States or a non‑citizen eligible under federal law for unrestricted employment.
Education RequirementEquivalent to graduation from an accredited four‑year college or university with a bachelor's degree.
Substitution:
Work experience may be substituted for a bachelor's degree on a year‑for‑year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
