The primary purpose of this position is to coordinate and maintain the operations of the Small Boat Harbors program of the State ensuring the regulating of the State system of small boat harbors and related facilities.

I. MAJOR DUTIES & RESPONSIBILITIES

A. Administration

Coordinates the planning and transition of the Small Boat Harbors program.

Coordinates the Small Boat Harbors program; management, financing, operation and maintenance of all small boat harbors and related facilities under the control of the Department of Transportation in accordance with Department policies and procedures.

Develops small boat harbor master plans and financial plans; recommends plans for acquisition, or construction of new and/or expanded harbors and facilities as well as the reconstruction of existing harbors and facilities for the approval of the Director.

Coordinates the acquisition and construction small boat harbors and related facilities, including planning, design, construction and maintenance and financing; reviewing and recommending for approval/disapproval of plans, specifications, reports, financial statements, budgets and other documents.

Prepares financial plans for the construction, maintenance and operation of small boat harbor facilities. Plans and participates in the development and financing of water transportation services and facilities throughout the State.

Develops security plans pursuant to new Port Security Requirements; provides for the promotion and protection of staff services, engineering services and activities, port operations and safety in navigation.

Develops legislation to advance the interests of the State in the field of water transportation services and facilities.

Prepares financial and technical correspondence and reports.

Maintains continuous liaison with Federal agencies, such as the Corps of Engineers, Coast Guard, Customs, and immigration, on matters related to small boat harbors activities. Recommends and initiates requests for Federal navigation studies and projects.

Establishes and maintains good working relationships with the Department of Land and Natural Resources (DLNR) and other state and county agencies, private enterprises, organizations, and individuals concerned with maritime activities

B. Programs and Budgets

Develops a continuous harbor work program conforming to all State and Federal laws, rules, regulations and pertinent legal opinions.

Develops long-range small boat harbor planning, research reconnaissance studies.

Develops the capital improvements program for the Director of Transportation.

Reviews annual operating and maintenance budget requests and supervises the preparation of the budget for review and approval of the Director of Transportation.

Reviews recommended work projects and assigns priorities within the framework of approved capital improvements and operating budgets.

Participates in the preparation of the financial plan and assists with the coordination with bond underwriters for bond issuance.

Prepares and makes recommendations to the Director of Transportation on rules and regulations, policies and procedures-or changes; develops, issues, interprets and enforces laws, rules and regulations, and policies and procedures promulgated by the Director of Transportation.

C. Civil Defense and Security Matters

Plans and develops emergency and security plans and procedures to prevent or minimize loss of capability of the small boat harbors in any disaster.

Provides base support as directed and outlined in the Hawaii Emergency Transportation Plan in the Harbors security plans; directs State Emergency Defense Water Transport System.

Directs the preparation of emergency and security plans for port operations and coordinates such planning with the Federal Maritime Administration.

Evaluate emergency management plans, training, exercise and operations to improve readiness and response to minimize loss of life, property damage and environmental impacts across all islands.

Serve as an alternate point of contact for federal, state and county agencies coordination, communication and correspondence regarding Emergency Management matters. Participate in interagency coordination, and liaise with commissions, groups, and community partners.

Serve in an operational capacity during emergencies and disasters. May require working alongside federal and state emergency workers during disasters and emergencies.…
