Finance Manager
Work with the Chief Financial Officer toward managing the operation of all financial and business affairs of the district, including accounting, payroll, purchasing, risk management, and tax collection.
QualificationsBachelor's degree or combination of college education and experience
Advanced technical knowledge of school finance, budgeting, accounting systems, and economics
Working knowledge of financial applications and accounting
Ability to implement policy and procedures
Knowledge of and the ability to follow mandates established by federal and state law, State Board of Education rule, and local board policy in the area of business operations
Ability to interpret data
Ability to manage budget and personnel
Strong communication, public relations, and interpersonal skills
Ability to use a personal computer and software to develop spreadsheets, perform data analysis, and do word processing
Ability to coordinate district functions
Three years school business management or public organization experience preferred
Major Responsibilities and Duties Fiscal ManagementEvaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance
Perform various auditing programs for district funds and work with Chief Financial Officer in assisting the district's independent and internal auditors in conducting the annual or periodic audit
Perform monthly bank reconciliations
Prepare and enter all budget adjustments, additions, and deletions
Oversee the review and approval of all purchase orders and check requests, and maintain control of budget by verifying availability of funds
Assist in the preparation of the budget
Work with district personnel to project energy needs, capital equipment needs, and other cost items for district and individual school improvement
Provide leadership to achieve cost-effective practices throughout the district
Work with administrative and campus leaders to ensure understanding of budget and expenditure practices
Maintain Business Office website
Policy, Reports, and LawWork with campus staff to ensure compliance with policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations
Work with Chief Financial Officer and other staff members to prepare and evaluate monthly financial statements and related budget reports
Develop semi-annual financial information for submission of data to TEA
Work with Chief Financial Officer and other staff members as necessary to prepare quarterly and final reports for all federal or grant funds
Purchasing and InventoryMaintain accurate and current computerized inventory records of the district's fixed and movable assets
Organize and conduct sales to dispose of surplus and salvage equipment
Manage the preparation of bids and bid specifications
Receive and open bids; tabulate results and prepare written recommendations
Demonstrate regular and prompt attendance
Other duties as assigned
