This position serves as the chief financial officer and investment officer for the College. This position provides executive leadership, direction, and management for the planning, development, implementation, and evaluation of the finance and accounting, and administrative services functions (facilities management, human resources management, information technology, auxiliary services, materials management, contracting and procurement, and public safety) of the College.

Master’s degree in accounting, business administration, finance or related field OR Bachelor’s degree with a current Certified Public Accountant license. Earned degree must be from a nationally or regionally accredited institution of higher education.

Five (5) years directly related full-time business, finance, administrative, or accounting experience at the senior management level or above within higher education, local or state government, or company AND five (5) years’ experience leading and directing operations to achieve organizational goals.

  • Ability to provide effective leadership at all levels of the College.
  • Experience supervising and managing personnel.
  • Knowledge of fund accounting principles.
  • Experience budgeting, planning and forecasting while building budget literacy and transparency among unit leaders, so spending decisions are visibly tied to mission.
  • Knowledge of investment strategies and techniques.
  • Broad knowledge of administrative services functions.
  • Ability to develop long and short-term budget, financial, and operational planning in support of the college’s mission.
  • Knowledge and understanding of organizational performance benchmarking and measurement concepts, principles, and techniques.
  • Demonstrated organizational skills in handling and directing multiple and complex assignments and projects.
  • Knowledge of local, state and federal compliance and reporting requirements.
  • Effectively communicate orally and in writing, and work with internal and external college stakeholders.
  • Ability to coordinate and lead various planning committees to include:
    Master Facilities Planning, Strategic Planning and Budget Planning, ensuring budget planning spans multiple years with built-in flexibility to adjust annually.
  • Ability to work with a broad range of constituencies, analyzing complex issues, and function as a neutral agent to facilitate issue resolution.
  • Responsible for College’s financial, general accounting, accounts payable and receivable, contract administration, planning, budgeting, forecasting, investment management, student financial services, banking services, and funding operations.
  • Establish, monitor, and update College financial policies and transactional standards, ensuring consistency with the College’s mission and strategic plans and compliance with state and federal fiscal management laws and regulations, and generally accepted accounting standards.
  • Serve as the College’s investment officer.
  • Partner with the Chancellor and College Foundation to activate underused assets, foundation funds, and other resources traditionally regarded as unavailable; and build external partnerships that yield cost savings or more efficient services.
  • Review and analyze major contractual obligations of the institution to ensure consistency with overall financial goals, objectives, and plans, and compliance with the College’s financial policies, procedures, and standards.
  • Direct the activities associated with the security and investment of the College’s assets and funds.
