Position: ENVIRONMENTAL PROTECTION SPECIALIST with Security Clearance
Duties
* You will prepare and furnish detailed information for reports and analysis on all matters related to Hazardous Materials.
* You will perform analytical work and planning to address Safety and Environmental issues associated with receiving, handling, storing, inventorying, shipping and disposal.
* You will provide guidance and technical advice to the Environmental Program Manager.
* You will develop operating procedures for Hazardous Materials Management, including Waste (Hazardous and Non-Hazardous). Requirements Conditions of employment

* Must be determined suitable for federal employment.
* Must participate in the direct deposit pay program.

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* Must use protective clothing and/or gear such as masks, goggles, gloves, and shields.
* Must be able to tolerate standing for long periods, bending and stooping to conduct surveys, inventories, inspections, bar-coding in an industrial, storage, range or comparable work area.
* Must be able to lift 40-50 pounds.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized
* You will be required to successfully complete a pre-appointment physical examination.

* All Naval Hospital civilian employees will be required to receive vaccinations as a condition of their employment or particular job task IAW NAVHOSPCAMLEJ INST 6230. 1F. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

-Experience in providing oversight of all Hazardous Material transactions (i.e., receipt, storage, issue. etc. Reviews all environmental regulations (with special emphasis on North Carolina state environmental laws and regulations), trade journals, news releases and technical reports to identify new regulatory requirements and technical or economic developments that may affect installation environmental programs.

-Experience in ensuring that hazardous materials are received, handled, stored, inspected, documented, and manifested/disposed of in compliance with applicable environmental regulations and safety requirements.

- Experience in complying with all special safety precautions (e.g., working at a storage, disposal, or spill site where there is risk of exposure to pesticides, hazardous chemicals, radioactive materials, or other pollutants) Additional qualification information can be found from the following Office of Personnel Management web site:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants that do not meet the specialized experience as described above may qualify with education or a combination of experience and education, as follows: GS-9 Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR Possession of an LL.B. or J.D. that is related to this position being filled.

OR A combination of experience and education as described above that equates to one year of experience.
