Overview

Under the general supervision of the Statewide Employment and Training Grants Manager, this role is responsible for the supervision of DOL Employment & Training staff in multi-county areas. Coordinates and directs the work of program staff in preparation and implementation of plans carried out to meet required performance measures, case management, job development and record retention for the National Farm worker Jobs Program (NFJP).

Responsible for accomplishing regional program goals and the development of training for staff in the areas of outreach/recruitment, assessment, case management, job development/placement, and other related areas to enhance program outcomes. Obtains and analyzes data related to regional labor market and employment opportunities in diverse industries. Works with program staff to identify and develop job and business opportunities, and employment of farm worker clients.

Monitors job placement and retention statistics for the regional team; maintains records on job placement and business development activities, such as OJT. Coordinates with the MIS Director and Data/Compliance Coordinator.

Responsibilities
  • Supervise front line program staff. In the absence of the front-line program staff, provide all services to participants.
  • Recruit, interview, and recommend applicants for hire.
  • Recommend staff training, transfers, promotions, discipline, and termination, adhering to all program/agency policy & procedures.
  • Provide technical assistance to staff on eligibility criteria, paperwork, and compliance.
  • Troubleshoot and devise plans of action in coordination with the Statewide Employment and Training Grant Manager to meet programmatic goals and objectives.
  • Coordinate program staff scheduling, act as a team lead, help the group develop a plan of action to reach team and individual goals, and evaluate performance.
  • Design materials to assist in farm worker outreach and recruitment activities.
  • Coordinate with staff to determine client appropriateness for all program activities.
  • Assist staff in the completion of all required paperwork; review paperwork for accuracy and completeness.
  • Assist in the preparation and implementation of Individual Employment Plans; analyze labor market information, participant assessment results and employment barriers to formulate an appropriate plan.
  • Advocate on behalf of all clients with respect to other social service organizations; coordinate activities with other service providers.
  • Maintain linkages with other training and placement programs on behalf of the program.
  • Coordinate co-enrollment opportunities with other local programs and One-Stop Services.
  • Monitor and audit internal and external On the Job (OJT) and Work Experience contracts for compliance.
  • Visit field offices to monitor, address and resolve issues and quality control; recommend staff training and development activities and administrative approaches to problems to the Statewide Employment and Training Grants Manager.
  • Represent PPEP and its programs/services at community meetings to inform the public of services available and to coordinate with other services agencies.
  • Network with other economic development and farm worker programs, resources, and provider service agencies.
  • Provide job search techniques workshops to staff, as well as workshops on self-employment and other topics, as required.
  • Identify jobs and self-employment opportunities and obtain commitments to hire clients from private sector business in assigned areas.
  • Follow up on post-placement counseling to employed participants and their employers if needed.
  • Document employer contacts, placements, and follow-up activities.
  • Conduct regularly scheduled meetings with staff, disseminate program information, and furnish updates on employment and training participants in case management records; provide information needed for reports for timely submission.
  • Maintain all records of activities and services rendered to clients; monitor and report overall team results to upper management; attend quarterly training and statewide meetings with staff.
Qualifications
  • Experience supervising front-line program staff and coordinating multi-county program activities.
  • Strong knowledge of eligibility criteria, program compliance, and case management principles.
  • Ability to analyze labor market information and translate into actionable plans.
  • Effective communication and stakeholder engagement skills for community outreach and partner coordination.
  • Experience with On-the-Job Training (OJT) and Work Experience contracts preferred.
