POSITION IS FLSA EXEMPTWe are looking for a Water Quality & Compliance Specialist who will serve as the City's designated drinking water compliance coordinator and subject matter expert for water quality monitoring, regulatory reporting, sampling administration, and environmental compliance activities. If you are a detail-oriented, highly analytical professional dedicated to public health, safety, and regulatory compliance, you excel at managing sampling schedules, complex reporting, and technical drinking water data with complete accuracy, this position may be for you.
AboutYou
This position plays a critical role in protecting public health by helping ensure the City's drinking water systems consistently meet federal and state regulatory requirements. Reporting within the Public Works Department, the Water Quality & Compliance Specialist coordinates sampling programs, maintains compliance documentation, supports inspections and audits, and works collaboratively with utility operations staff, laboratories, consultants, and regulatory agencies. The ideal candidate possesses strong technical knowledge, exceptional attention to detail, and a commitment to public service, environmental stewardship, and regulatory compliance.
Successful performance requires accurate data, timely reporting, disciplined follow-through, sound judgment, and clear communication with internal and external stakeholders. This position works under the general supervision of the Utilities Manager.
- Graduation from high school diploma or GED equivalent;
- Associate degree in Environmental Science, Biology, Chemistry, Water Resources, Public Administration, or a closely related field is preferred.
- Minimum of three (3) years of experience in water treatment, environmental compliance, laboratory operations, or a related technical field.
- An equivalent combination of education, training, certifications, and experience that provides the required knowledge, skills, and abilities may be considered.
- Valid Arizona driver's license or ability to obtain one within 30 days of employment.
- Arizona Department of Environmental Quality (ADEQ) Grade 2 Water Treatment certification or must be obtained within one (1) year of hire.
- Ability to obtain and maintain certifications required to support assigned duties within an established timeframe.
- Valid Arizona State Driver’s license or ability to obtain one within 30 days of employment.
- Coordinates and administers required drinking water sampling programs in accordance with federal and state regulations, permits, and City procedures.
- Collects, tracks, and documents regulatory samples, including bacteriological, chemical, radiological, lead and copper, nitrate, disinfection byproducts, and other required water quality monitoring.
- Maintains sampling schedules, locations, methodologies, chain-of-custody records, monitoring calendars, and related compliance documentation.
- Coordinates laboratory testing and reviews analytical results for completeness, accuracy, and compliance with applicable standards.
- Assists in identifying and addressing water quality concerns before they become compliance issues.
- Supports compliance with the Safe Drinking Water Act and applicable Arizona Department of Environmental Quality (ADEQ), Environmental Protection Agency (EPA), Arizona Department of Water Resources (ADWR), and related regulatory requirements.
