Job Title
Performs skilled journey level maintenance and repair of all City of Kingsport-owned vehicles and equipment.
The assigned shift changes throughout the year based on the annual time change. The position works day shift during Daylight Saving Time (approximately March - November) and second shift during Standard Time. Employees must be available to work both shifts as assigned. Schedule is subject to change based on departmental operational needs.
Essential Functions• Maintains and repairs a variety of city owned vehicles including police cruisers, fire trucks, street sweepers, front end loaders, graders, school buses, vans, mowers and passenger cars;
• Performs a variety of diagnostic tests to determine cause of malfunction(s);
• Performs scheduled preventative maintenance and safety checks on city vehicles.
• Repairs electrical systems including starting and cranking, lights, wiring, switches, electronic vehicle/engine controls;
• Repairs gas and diesel engines, performs tune-up, performance, fuel and emission tests, maintains and repairs cooling and exhaust systems;
• Diagnoses, trouble shoots and repairs all hydraulic and air brake systems;
• Diagnoses and repairs steering and suspension, drive train, clutch and transmission.
• Replaces shoes and pads of hydraulic brakes, resurfaces drums and rotors, checks brake hoses and lines;
• Checks for hydraulic leaks, replaces blown hoses, check air brake linings and adjustments;
• Recharges air conditioning systems, recycles refrigerant; designs and fabricates custom equipment and/or attachments using arc, mig and gas welding.
• Changes oil and lubricants, performs visual checks and inspection of vehicle prior to release to department;
• Records all work performed on appropriate repair work order; performs field repairs and maintenance of vehicles;
• Maintains records of all performed work;
• Requisition s parts and supplies from fleet service shop;
• Reads and reviews service manuals and other reference materials.
• Performs other duties as assigned.
• Knowledge of the methods, principles, practices, tools and materials of the mechanic's trade;
• Knowledge of the principles and mechanics of internal combustion engines;
• Knowledge of the parts and supplies needed to perform a variety of maintenance and repairs on vehicles and equipment;
• Knowledge of arc, gas and mig welding principles and techniques;
• Skill in operating computer equipment, including laptops and tablets;
• Skill in viewing and closing work orders;
• Skill in performing journey level equipment mechanical work including troubleshooting of equipment for major and minor repairs;
• Skill in diagnosing, maintaining and repairing a variety of vehicles and equipment;
• Skill in understanding and following complex directions and instructions;
• Skill in operating a variety of technical diagnostic equipment;
• Skill in the safe and proper use of a variety of hand and power tools. *(Must have own tools)
• High school graduate or high school equivalent;
• Experience equivalent to two years full-time journey-level fleet vehicle and equipment maintenance and repair; OR completion of a post-high school course/program of Automotive Mechanics/Diesel mechanics may substitute for two years required experience;
• Current and valid driver's license required, Commercial Driver's License (CDL) preferred or must obtain CDL permit within 6 months of employment, and CDL within 1 year of employment;

RETIREMENT- TCRS Hybrid Plan:
Participation is mandatory. No waiting period. Plan is a combination of a defined benefit plan and a defined contribution plan.
