Job Description

General Statement of Job:

The Environmental Coordinator is responsible for managing all applicable environmental, safety, and health regulations in accordance with local, state, and federal guidelines which are relative to the public school environment. This position reports to the Director of Maintenance.

Specific Duties and Responsibilities
  • Replace all lead lined coolers for drinking (potable) water in response to the Clean Water Act.
  • Test water sources for the presence of lead and post “Purge” signs where applicable to inform site of the purging process.
  • Meet the required radon testing acceptable level standard as described by the United States Environmental Protection Agency (Level of 4pCi/1). Tests are done as needed.
  • Investigate indoor air quality issues, providing solutions and strategies to correct, resolve or remove the concern.
  • Collect indoor air quality surface samples for lab analyses.
  • Maintain ongoing documentation relative to individual cases.
  • Maintain wastewater package treatment plants in accordance with each site's permit.
  • Perform daily plant inspections as described within the state regulations.
  • Perform weekly lift station and force main line inspections as described within the state regulations.
  • Develop and submit to the NCDEHNR a “Spill Response Plan” annually.
  • Revise said report annually, updating system and employee information as needed.
  • Respond and clean up all wastewater spills requiring clean up, advising the NCDEHNR of the qualifying spill.
  • Respond to NCDEHNR “Notice of Violations” within individual permits and request release from violation payment when applicable to acceptable issues.
  • Forward penalty payment to NCDEHNR as requested.
  • Develop long‑range planning addressing major renovations and municipal force main sewer service projects.
  • Address plant sandblasting, equipment upgrades, design upgrades, filter bed circulation upgrades and possible circulation additions.
  • Develop and submit annual bid specifications to meet the City of Kinston’s grease trap “clean‑out ordinance” for applicable sites.
  • Advise cafeteria nutrition director of said requirements and the described guidelines therein.
  • Request that cafeteria staff maintain site records in accordance with the ordinance and maintain a monthly grease‑trap service pickup log.
  • Maintain and address all asbestos materials in accordance with the Environmental Protection Agency, AHERA (Asbestos Hazard Emergency Response Act) located in Part III 40 CFR Part 763 of the federal register.
  • Perform six‑month surveillance inspections of all recorded ACM (tested and presumed) and maintain records reflecting said inspections.
  • Perform complete system inspection every three years, recording findings within each site’s AHERA Manual and environmental office manuals.
  • Develop and submit the system’s O&M (asbestos repairs needed) list to maintenance director for completion by trained staff.
  • Develop and submit for approval all asbestos abatement projects to the maintenance director for current or long‑range abatement.
  • Prepare specifications and bid asbestos abatement projects, awarding, supervising and monitoring said projects.
  • Prepare specifications and bid structure demolition projects to meet annual asbestos “Notification” requirement to staff and parents.
  • Address lead paint requirements as directed by maintenance director in response to contractor’s request or health department directives.
  • Collect paint samples for lead content analyses, maintaining documentation while sharing reported information to those specified.
  • Report any lead paint consumption concerns directly to the county health department for assistance.
  • Maintain all annual permits and required documentation for the NCDEHNR‑DWQ.
  • Prepare specifications for UST removals, budgeting within long‑range planning as directed by maintenance director.
  • Engage environmental firm when necessary to meet state remediation process to mitigate state penalties when possible.
