Job SummaryThe City of Kirkland’s Public Works Department is seeking to hire a Temporary Senior Management Analyst – Solid Waste. This role oversees implementation of the City s solid waste collection contract and services, provides high-level policy analysis and program and budget recommendations for the solid waste utility, and supports implementation of the City s recycling and waste reduction programs.
SummaryThe Senior Management Analyst – Solid Waste provides complex analytical work of a highly responsible nature requiring policy development, program, contract or budgetary analysis; participates in interdepartmental and intergovernmental task groups; develops, negotiates and manages major service contracts and programs, including the solid waste collection contract and other recycling and waste reduction program contracts and grants; assists with preparation of solid waste utility rates and biennial budget;
and supports staff at various professional levels.
The Senior Management Analyst is distinguished by higher responsibility, independence, and political complexity of duties compared to the Management Analyst, including coordinating processes, developing financial information, and resolving a wide range of problems. The position requires familiarity with the unit s operating procedures and policies.
Essential Functions- Provide complex analytical assistance to executive-level staff in issue resolution and policy development; review and analyze issues; develop programs and revisions based on analyses.
- Serve as project manager for specified programs; facilitate policy and procedure development; analyze financial and staff resources allocated to projects; monitor progress.
- Draft, review, and coordinate approval for written documents including staff reports, motions, contracts, ordinances, resolutions, and grants.
- Participate in developing and administering portions of the solid waste budget; oversee rate studies; monitor contract revenue and expenditures; forecast staffing, equipment, materials, and supplies; approve expenditures for programs and contracts.
- Represent the City on inter-jurisdictional and regional work groups and task forces; serve as staff for elected and appointed officials on solid waste issues; attend public meetings as required.
- Oversee contractual services for solid waste collection and recycling/waste reduction programs; ensure compliance with plans; negotiate scope of services; monitor contracts; review invoices; evaluate contractor performance.
- Develop RFPs/RFIs for professional services; advertise, draft criteria, interview questions, and award recommendations; coordinate contract execution.
- Provide professional support to organizations and committees; participate in public relations activities and educational/technical assistance.
- Write, edit, and proof communications for the City’s website, newsletters, brochures, press releases, and handouts.
- Contribute to policy and program guidelines, work plans, goals, and objectives.
- Facilitate project team or staff meetings; serve as trainer for departmental procedures and systems.
- Oversee resolution of service issues and customer complaints; promote responsive customer service.
- Performs functions as assigned in the City s emergency response plan.
- Represents the department at meetings and conferences as assigned.
- Performs related duties and responsibilities as required.

- Knowledge of current waste management literature, contracting, recycling, planning, education and outreach, codes and regulations, rates analyses.
