Senior Applications Analyst

The City of Kirkland’s Information Technology Department is hiring a Senior Applications Analyst to support our Enterprise Resource Planning (ERP) systems. Candidates with hands‑on expertise in ERP—particularly Tyler Technologies Enterprise ERP (Munis)—are encouraged to apply. This role serves as the primary technical and functional support resource for the City’s Munis environment and requires experience with ERP lifecycle management, integrations, workflows and database structures.

Job Summary

The Senior Applications Analyst’s primary responsibility is to support Enterprise Business Applications and database systems to ensure usability, availability and security. The analyst provides systems expertise in technical implementation, project management, customization, database architecture and administration for assigned City systems and applications, both on‑prem and SaaS. Responsibilities include analyzing business needs, procuring, developing and implementing software solutions, managing the complete COTS system lifecycle, developing customizations and scripts, coordinating technology programs and projects, and serving as a technology liaison to the departments they support.

Accountabilities
  • Provide project management, implementation, application requirements, business process analysis, integration, customization, upgrade, training and troubleshooting for major City software applications and databases, including vendor support coordination.
  • Perform system and database administration roles, maintain security, application functionality, interfaces, workflow capabilities, reports and complex queries.
  • Engage with business owners to establish governance for content and enhancements, and maintain site design standards.
  • Design and develop client/server applications, web pages, database scripts, functions and stored procedures as needed.
  • Deliver a unified user experience for service‑oriented SaaS solutions.
  • Support data processing operations and act as backup for other Department staff as assigned.
  • Provide technical support to outside agencies and work with those hosting City applications.
  • Mentor Applications Analysts and recommend strategic direction for supported systems.
Essential Functions
  • Assist City staff with issues in major software applications, providing high‑quality consultation and troubleshooting.
  • Assume technical system responsibilities for assigned applications, ensuring availability, data integrity, security, performance, and usability.
  • Design, build and maintain custom relational databases, manage architecture and security, and verify integrity.
  • Create and maintain data integration, scripts, customizations and interfaces between major systems.
  • Program applications and databases to enhance functionality and create interfaces.
  • Develop, deploy and customize business intelligence and reporting tools to support decision making.
  • Assist and support user teams, research current technologies, and assist IT management in planning future acquisitions.
  • Analyze department needs, recommend products or methods, and provide detailed requirements and business process analysis.
  • Serve as liaison with vendor support organizations for system selection, implementation, licensing, upgrades, and problem resolution.
  • Maintain documentation of configurations, procedures, user instructions and disaster recovery procedures.
  • Ensure training of department staff and keep documentation up‑to‑date.
  • Collaborate with inter‑governmental groups on joint projects and provide after‑hours support as needed.
  • Create production and test databases and queries to support departmental requests.
  • Serve as IT project manager for major system implementations, overseeing scheduling, reporting, risk assessment and issue tracking.
  • Act as liaison to business clients, negotiate priorities and facilitate discussions regarding technical solutions.
  • May work on joint projects with other IT divisions related to enterprise applications.
  • Provide escalation point for technical and database support, including for the Service Desk and Applications Analysts.
  • Enforce City technology standards and policies.
