Salary:

Operations Business Partner: $28.69-$38.25 Hourly

Under general supervision, the Operations Business Partner performs a variety of administrative and technical duties in support of departmental procurement activities, contract administration, and business process functions. This position is responsible for monitoring contract compliance and expenditures, coordinating procurement activities, supporting Board agenda preparation, and developing, maintaining, and improving business processes and standard operating procedures (SOPs). The role serves as a liaison for all departmental procurement activities.

In addition, this role is responsible for providing guidance, training, and support to staff on business process to ensure adherence to established policies and procedures.

Essential Duties and Responsibilities
  • Monitor and track contract expenditures, funding limits, insurance certificates, bonds, and compliance requirements to ensure contracts remain within approved budgets and established terms.
  • Serve as the department liaison for all procurement activities, coordinating communications and documentation.
  • Coordinate the Board Agenda process, including preparation of agenda items, compilation of supporting documentation, and tracking of required reviews and approvals.
  • Track and document sole source purchases to ensure compliance with procurement policies and required justification standards.
  • Process and coordinate emergency procurement requests, ensuring timely approvals and completion of required post-event documentation.
  • Provide administrative and technical support for procurement and solicitation processes, including preparation of Requests for Proposals (RFPs), Invitations for Bids (IFBs), and evaluation materials.
  • Review contracts and related documents—such as agreements, amendments, change orders, renewals, and task authorizations—for completeness and adherence to established requirements.
  • Respond to internal and external inquiries regarding contract status, documentation, and procurement procedures.
  • Coordinate completion of purchase orders, quotes, and related procurement documentation in accordance with established policies and procedures.
  • Develop, document, and implement, business processes and standard operating procedures (SOPs) to support operational efficiency and compliance.
  • Evaluate existing workflows, identify opportunities for process improvement, and implement standardized procedures across the department.
  • Provide training, guidance, and ongoing support to staff on business processes, SOPs, procurement procedures, compliance requirements,and documentation standards.
  • Ensure all processes and procedures are maintained, updated, and communicated effectively to reflect current policies, systems, and operational needs.
Knowledge, Skills, and Abilities
  • Knowledge of procurement and contract administration principles, practices, and procedures.
  • Knowledge of business process development, workflow analysis, and standard operating procedure (SOP) documentation.
  • Ability to interpret and apply policies, procedures, and contractual requirements.
  • Ability to analyze existing workflows, identify process improvement opportunities, and implement standardized solutions.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple assignments, prioritize tasks, and meet deadlines in a fast-paced environment.
  • Effective written and verbal communication skills.
  • Ability to develop clear, concise documentation and training materials for processes and procedures.
  • Ability to provide training, guidance, and support to staff on procurement processes, SOPs, and compliance requirements.
  • Proficiency in standard office software and procurement, financial, or contract management systems.
Operations Business Partner Experience
  • Four (4) years of experience in contract administration, procurement support, administrative services, business process coordination, or a related field.
  • Experience assisting with the preparation and processing of contracts, including agreements, amendments, change orders, renewals, and task authorizations.
