Operations Manager, Program / Project Manager
General Description The R&R Construction Manager I is responsible for the full execution, coordination, and delivery of in‑house construction, rehabilitation, and replacement (R&R) projects for lift stations and utility infrastructure. This position provides direct leadership of construction crews and ensures all work is completed safely, efficiently, and in accordance with Toho Water Authority standards. This role operates at the field execution and project coordination level, bridging planning, procurement, and construction activities.
The position requires strong technical knowledge of mechanical, electrical, and piping systems, along with hands‑on experience with lift station rehabilitation, bypass pumping, and live system modifications. The R&R Construction Manager I is accountable for executing projects on schedule, within budget, and in accordance with Toho standards, with planning, prioritization, and program‑level direction provided by the Operations Maintenance Manager. This position works closely with the Operations Maintenance Manager to ensure alignment between field execution and overall system needs.
Functions
- Provides hands‑on leadership and oversight of construction and rehabilitation activities for life stations and associated infrastructure. Supervises daily operations and directs crews performing demolition, concrete work, piping, HDPE fusion, equipment installation, and site restoration, ensuring work is completed safely, efficiently, and in accordance with project specifications.
- Coordinates bypass pumping and shutdown sequencing, supports startup and commissioning of rehabilitated assets, and ensures compliance with OSHA and organizational safety standards. Conducts site inspections to verify quality and progress. Maintains accurate as‑built documentation, including and deviations from plans.
- Supports the planning of capital programs and multi‑year rehabilitation strategies for life stations and associated infrastructure. Assists in scope development and reviews engineering plans at key design milestones to ensure operational alignment and constructability. Develops and monitors project schedules, tracks labor, materials, and costs. Coordinates procurement activities.
- Coordinates closely with Lift Station maintenance, Plant Maintenance, SCADA, Electrical, and Engineering to ensure alignment and continuity of operations. Supports emergency response efforts during storms and critical system failures. Implements maintenance of traffic (MOT) plans while coordinating required permitting with city and county agencies. Ensures construction activities are executed with minimal service disruption and conducts system condition assessments to inform long‑term maintenance and capital improvement strategies.
- Leads and develops staff by supervising daily activities, evaluating performance, and supporting recruitment and onboarding efforts. Provides training on construction standards, safety practices, and operational expectations while promoting accountability, cross training, and continuous improvement. Reinforces a strong safety culture by leading safety meetings and ensuring adherence to organizational values and performance standards.
- Leads the planning and sequencing of rehabilitation activities to minimize the risk of sanitary sewer overflows (SSOs) and service interruptions. Develops and implements contingency and redundancy plans for lift stations under construction, ensuring temporary systems are properly designed, monitored, and capable of maintaining continuous service. Conducts post‑construction validation to confirm system reliability prior to returning assets to full operation and coordinates closely with Operations leadership to proactively address emerging risk conditions.
- Develops and executes comprehensive bypass pumping plans for lift station rehabilitation projects, including determining hydraulic requirements such as flow rates, total dynamic head, redundancy, and emergency backup capacity.
