Position: Engineer I, Engineer II or Senior Engineer (Based on level of qualifications)

Engineer I

EDUCATION AND EXPERIENCE: Possession of a bachelor’s degree in electrical or mechanical engineering from an ABET accredited college or university.

SPECIAL REQUIREMENTS: Must possess a valid State of Florida Class E driver’s license at time of appointment.

CONDITIONS:

May be required to work outside of normal working hours during system outages or emergency situations. Individuals in this classification are considered essential during emergency and storm situations and must be able to work up to 16 hours per day for extended periods of time. If assigned to Power Delivery (Relay), must be able to distinguish between red and green colors to safely wire, test, and commission protection systems and read circuit diagrams.

GENERAL DEFINITION OF WORK: This is entry-level professional work providing engineering support in one of the following assigned areas of responsibility:
Distribution Engineering, Power Delivery, Power Supply, System Planning, or Dispatch & Compliance. The incumbent will be responsible for performing basic engineering work within the assigned area of responsibility involved in the planning, design and operation of the electric utility. Tasks will vary depending on the area in which the incumbent is assigned. Re-assignment to another area of responsibility may occur whenever necessary as needed to meet the needs of the Utility.

Work is performed under the close supervision of a designated supervisor and is checked upon completion for technical proficiency and adherence to standard practices.

TYPICAL FUNCTIONS: Performs work, designs and implements systems, and advises field personnel consistent with industry best practice and a commitment to the safety and well-being of the public, fellow staff, and themselves. Performs engineering tasks requiring the application of engineering principles and prescribed methods, procedures and standard designs to perform work of specific and limited scope. Assists in the development of project/study plans, specifications and bid documents.

Performs operating and economic feasibility studies and evaluates alternatives. Responsible for the execution of assigned projects and studies. Provides field direction for assigned projects and studies. Coordinates or prepares various internal and external reports. Maintains accurate and complete records and files. Performs related work as required.

AREAS OF RESPONSIBILITY:

Dispatch & Compliance:
Assist in the design, operation and maintenance of the Supervisory Control and Data Acquisition (SCADA) system and Advanced Metering System (AMI). Provides technical and administrative support for the utility’s North American Electric Reliability Corporation (NERC) compliance program.

Distribution Engineering:
Works with customers to develop electric infrastructure needs. Provides engineering support to field personnel and line operations. Conducts field work in staking poles and lights, checking temporary service for safety and construction requirements and prepares field notes. Prepares designs for typical distribution system expansions required to serve customers. Assist in the preparation of circuit maps and drawings. Assists in the design of transmission, substation, distribution and system protection designs.

System Planning:
Performs power supply and delivery engineering studies including generation, transmission, substation and distribution additions and modifications. Assists with near and long term planning with the development of forecasts for energy requirements and peak demand on system infrastructure. Maintains awareness of customer adoption of alternative/renewable power supply options and electric vehicles and advises and creates mitigation strategies for resultant system impacts.

Researches and identifies new and existing technologies that can be considered for deployment to improve the service reliability, power quality, and cost to value.

Power Delivery:
Assists in the design and deployment of transmission, substation and system protection facilities and equipment. Assists in the development of system planning studies and protection settings. Provides engineering support to substation and relay operations field personnel. Performs field testing of materials, equipment, and protective systems. Evaluates test results.

Power Supply:
Provides engineering support to operations and maintenance personnel. Prepares for and conducts unit/equipment performance and diagnostic testing. Develops repair recommendations. Oversees major outage activities as assigned.

Other Important Duties:

Keeps abreast of general, job specific, and industry developments in area of responsibility. Performs special projects as assigned.
