Under direction, the purpose of the position is to assist the Support Services Director in the planning, development, and supervision of the following departments:
Inmate Records, Bonds & Dockets, Inmate Classification, Court Services, Inmate Programming and Community Corrections (Pretrial Release, Home Confinement, Drug Laboratory, and County Probation). This position supervises either the Bonds & Dockets and Court Services, Inmate Classification and Inmate Programs or Community Corrections, Pretrial Release and County Probation, as assigned. This position is responsible for ensuring compliance with all departmental policies, procedures, and regulatory requirements applicable to the work.

Employees in this classification perform at middle management level. Objective is to direct safe, efficient, and effective inmate services which encourages development and addresses specific needs of the inmate population, ensuring efficient, timely, and accurate inmate processing and records and ensuring public safety and rehabilitation efforts through Community Corrections. The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.

Responsibilities
  • Provides oversight of the supervision and coordination of all phases of inmate classification and case management, including educational and vocational programming.
  • Provides oversight of inmate records management and inmate processing functions, including intake, release, and court services.
  • Provides oversight of all phases of pretrial release operations, including eligibility criteria, recommendations, administrative release determinations, and community-based pretrial supervision, while supporting public safety and rehabilitation through probation supervision.
  • Assists in planning, organizing, and implementing program policies and procedures; supports the Manager or Captain in coordinating and integrating activities to achieve established goals and objectives.
  • Assists the Manager or Captain with staff professional development; supervises, trains, coordinates, mentors, and evaluates staff; fosters accountability, creativity, and motivation across assigned divisions.
  • Monitors compliance with departmental policies, procedures, and regulatory requirements, including FCAC and FMJS standards, FDLE requirements, and applicable Administrative Orders.
  • Ensures program evaluations are completed and outcome measures are properly documented and maintained.
  • Ensures risk and needs assessments are conducted efficiently and accurately, and that inmate reentry plans are completed in accordance with policy.
  • Develops, maintains, and analyzes statistical reports to evaluate program participation, effectiveness, and performance; manages critical records and prepares required documentation.
  • Acts as a liaison with external agencies, including the Clerk of Court and Judiciary.
  • Monitors staffing levels to ensure adequate coverage in assigned areas.
  • Verifies and approves the Field Training Officer (FTO) process for new hires, transfers, and promotions.
  • Assists with budget preparation and monitoring.
  • Manages and approves staff timecards and prepares weekly overtime reports.
  • Ensures inmate requests and grievances are addressed in accordance with policy and procedure.
  • Initiates staff discipline and recommends corrective or disciplinary actions for policy violations.
  • Provides supervisory coverage during the absence of supervisory staff and responds to after‑hours issues as needed.
  • Supervises certified and non-certified personnel.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.
May be assigned to oversee and/or assist in the following specific functions Programs
  • Ensures inmates have access to educational and rehabilitative programming, including GED preparation/testing, substance abuse treatment, life skills, and reentry classes; monitors instructional activities and ensures accurate tracking of program participation and utilization.
  • Researches, develops, and implements new program initiatives; establishes goals, objectives, and operational procedures for new programs; identifies grant opportunities and assists in the preparation and submission of grant proposals and funding applications as directed.
  • Oversees risk and needs assessments, program eligibility criteria, curriculum compliance, and reentry planning for program participants.
  • Monitors program revenues, expenditures, and contractual agreements to ensure fiscal responsibility and compliance with funding and regulatory requirements.
  • Manages the review and processing of volunteer and contractor applications, ensuring adherence to established policies, procedures, and security standards.
