Senior HVAC System Technician
General Statement of Job
Under limited direction, this position is responsible for the advanced operation, diagnostics, maintenance, repair, optimization, and lifecycle support of complex mechanical systems serving City-owned facilities. The incumbent serves as the City's subject-matter expert for commercial and institutional HVAC systems, including large-capacity chillers, cooling towers, boilers, pumps, air handling units, variable-air-volume (VAV) systems, energy recovery systems, and integrated Building Automation Systems (BAS).
The City maintains a large and diverse portfolio of facilities, including administrative offices, public safety buildings, recreation centers, community facilities, and specialized infrastructure housing complex mechanical systems. Many of these facilities rely on aging or highly specialized HVAC equipment that requires advanced troubleshooting capabilities, system-level diagnostics, and energy performance optimization expertise.
This position performs comprehensive system diagnostics; monitors, programs, and optimizes BAS platforms; oversees preventive and predictive maintenance programs; supports capital improvement projects; coordinates specialized contractors; and ensures compliance with mechanical codes, life safety standards, and City procedures. Work is performed with a high degree of independence and technical judgment. Provides technical guidance and on-the-job training to other technicians. Performs related work as directed
Essential Job Functions
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Diagnosing complex mechanical, electrical, and electronic malfunctions in HVAC-R systems (chillers, RTUs, boilers, air handling units) and determining root causes without manufacturer support.
Performing major repairs, including the replacement of compressors, motors, valves, and bearings, to bring equipment to OEM specifications.
Executing high-level maintenance, including testing and balancing air ducts, chemical water treatment for boilers/chillers, and evaluating system performance to minimize downtime.
Configuring, programming, and troubleshooting Energy Management Systems (e.g., BACnet, Modbus) to optimize building comfort and energy efficiency.
Training junior technicians, reviewing their work for quality, and providing technical guidance on complex projects.
Interpreting complex blueprints, schematics, and layouts to plan installations, estimate material/labor costs, and manage contractors.
Ensuring all work complies with EPA regulations (refrigerant management), OSHA standards, and local building codes.
Maintaining detailed digital or paper records of repairs, maintenance, and parts usage, often using CMMS (Computerized Maintenance Management Systems).
Responds to emergency situations to confine, resolve or prevent injurious or otherwise hazardous conditions as directed.
Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum Qualifications
Education and Experience: High School Diploma or GED and four (4) years of HVAC trade experience, which must include: performing highly complex facilities or industrial electronic HVAC control work, experience as a team leader, supervisor, or completion of supervisory training; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities and meets the DP experience criteria for Class A/B licensure eligibility.
Licenses and Certifications: Must possess and maintain a valid State of Florida Driver License. Must possess one of the following HVAC related credentials at time of application:
Florida Certified Air Conditioning Contractor License (Class A or Class
B) issued by the Florida Department of Business and Professional Regulation (DBPR) or EAP Universal Certification (also known as EPA 608 Universal).
Candidates must submit to and successfully pass a national fingerprint-based criminal history background check coordinated by the Kissimmee Police Department in accordance with Criminal Justice Information Systems (CJIS) standards. Candidates must complete and maintain Criminal Justice Information Systems Security Awareness Training through CJIS Online and recertify every two (2) years as coordinated by the Kissimmee Police Department.
Must possess, or obtain within six (6) months of appointment, the current FEMA IS-100, IS-200, and IS-700 Incident Command System certifications
