Purpose:
The General Manager of Emergency Management is responsible forthe development, implementation, and coordination of the Mohawk Council of Kahnawà:ke’s(MCK) emergency management and business continuity programs.
The Manager ensures that MCK can prepare for, respond to, recover from, and mitigate the impacts of emergencies and disasters affecting the community. This includes oversight of the Kahnawà:ke Emergency Program, hazard identification and risk assessments, preparedness planning, training and exercise programs, and post-incident recovery coordination.
The role requires strong corporate integration across all MCK departments to ensure preparedness and coordinated response capabilities, as well as external engagement with regional, provincial, and federal emergency management agencies and other partners.
The Manager works with the Director of Public Safety, the Chief Peacekeeper,theKahnawake Fire Brigade Chiefand the Manager of Public Safety Services to ensure operational alignment between emergency management, fire and rescue operations, and enforcement services concerning emergency response and coordination.
Roles & Responsibilities :Public Safetyand Emergency Management Operations
- Lead the development, implementation, and maintenance of the Kahnawà:ke Emergency Program in compliance with applicable laws, regulations, and community priorities.
- Manage and direct emergency preparedness, response, recovery, and mitigation activities.
- Ensure the integration of business continuity planning into all MCK departments and operations.
- Provide guidance and mentorship to Emergency Management Officers and other staff assigned to emergency management projects.
- Collaborate with all MCK units to ensure preparedness,plans, roles, and responsibilities are clearly defined and regularly exercised.
- Maintain strong lateral coordination with:
- Chief Peacekeeper – for incident notification, incident response, hazard mitigation, public safety enforcement during emergencies, evacuations, and hazard zones, and operational coordination.
- KFBFire Chief – for incident response, hazard mitigation, and operational coordination.
- Manager of Public Safety Services – for public safety enforcement during emergencies, evacuations, and hazard zones.
- Work with senior MCK leadership to ensure emergency management policies and procedures are embedded inMCKoperations.
- Serve as MCK’s primary liaison to external emergency management partners, including provincial (Quebec) and federal emergency agencies, Indigenous emergency management networks, and mutual aid partners.
- Represent MCK on regional and intergovernmental emergency management committees.
- Coordinate external resources during incidents, ensuring cultural and community considerations are respected.
- Develop and deliver community and staff training on emergency management, including tabletop exercises, full-scale drills, and after-action reviews.
- Maintain thecommunityhazard risk assessment and update plans based on lessons learned, emerging risks, and infrastructure changes.
- Oversee the development of public awareness campaigns and preparedness education.
- Activate and manage the MCK Emergency Operations Centre (EOC) during emergencies.
- Coordinate with incident commanders, the Director of Public Safety, and corporate leadership to ensure a unified and effective response.
- Lead post-incident recovery operations, including coordination with Environment and other departments for remediation and restoration activities.
- Act as the alternate incident commander when required.
- Ensure operational continuity of the Public Safety Division during the Director’s absence, as needed.
Leadership and management of Emergency Management staff
- Lead, motivate, and develop team members to meet performance standards,and foster a positive work environment.
- Provide regular feedback, coaching, and performance evaluations.
- Recruit, onboard, and trainnew staff members as needed.
- Plan, coordinate, and oversee daily departmental activities to ensure service quality and efficiency.
