Position Summary

Waterloo Regional Health Network (WRHN) is seeking an experienced and visionary leader to advance enterprise strategy, organizational planning, performance management, and project delivery across the organization. Reporting to the Vice President, Strategy, Communications & Public Affairs, the Director will lead the development, implementation, monitoring, and evaluation of WRHN's strategic priorities, organizational performance framework, and enterprise planning activities, while establishing and operationalizing WRHN's Enterprise Project Management Office (ePMO).

The Director will provide strategic leadership and enterprise oversight to ensure organizational priorities are aligned, performance is monitored, risks are managed, resources are optimized, and transformational initiatives are successfully delivered. The role will serve as a trusted advisor to senior leaders, supporting evidence-informed decision making, organizational performance, and enterprise execution.

Key Responsibilities
  • Lead enterprise strategic planning, organizational planning, and performance management activities.
  • Provide strategic analysis, environmental scanning, forecasting, and evidence-based recommendations to support organizational decision making.
  • Develop and monitor enterprise performance frameworks, scorecards, KPIs, and executive reporting.
  • Support the development, implementation, and evaluation of strategic priorities, corporate objectives, and organizational improvement initiatives.
  • Partner with leaders across the organization to identify opportunities, address performance gaps, mitigate risks, and drive continuous improvement.
  • Lead and operationalize WRHN's Enterprise Project Management Office (ePMO) and enterprise portfolio management function.
  • Establish governance frameworks, portfolio management processes, delivery methodologies, reporting standards, and decision-support practices.
  • Provide oversight of strategic, operational, integration, and transformation initiatives to ensure successful execution and outcomes.
  • Support organizational leaders in project planning, implementation, change management, risk management, and benefits realization.
  • Deliver enterprise portfolio reporting to Executive Leadership, governance committees, and the Board.
Leadership & Strategic Partnership
  • Serve as a trusted advisor to senior leadership on strategy, planning, performance, and enterprise execution.
  • Build collaborative partnerships across clinical, operational, and corporate portfolios.
  • Lead, coach, and develop a high-performing team while fostering a culture of accountability, innovation, and continuous improvement.
  • Support complex organizational change and transformation initiatives through strategic leadership, engagement, and implementation excellence.
Qualifications
  • 10+ years of progressive leadership experience in strategy, transformation, project, program, portfolio, or enterprise management within healthcare or similarly complex environments.
  • Demonstrated success leading strategic planning, organizational performance, transformation initiatives, and/or enterprise PMO functions.
  • Experience establishing governance structures, portfolio management practices, reporting frameworks, and delivery methodologies.
  • Strong knowledge of healthcare system planning, organizational performance, quality improvement, and strategic execution.
  • Exceptional leadership, stakeholder engagement, facilitation, and change management capabilities.
  • University degree in a related discipline required.
  • PMP certification required.
  • Change Management certification considered an asset.
