Summary
Navy Child and Youth Programs (CYP) offers early care and youth services from birth through 12 years and recreational programs for teens, including sports and fitness. The Operations Clerk serves as the front‑line representative and administrative liaison, managing the CYP waitlist, coordinating enrollment, overseeing record‑keeping, collecting parent fees, and using a variety of data processing systems.

Responsibilities
  • Maintain and prepare reports, correspondence, and statistical and financial data for CYP components (CDC, CDH, SAC, YP, R&R, USDA).
  • Ensure child registration and enrollment paperwork is complete and current.
  • Verify and report accurate USDA food program records.
  • Submit background check paperwork and maintain office files.
  • Provide required information to agencies such as Family Advocacy, Naval Investigative Services, Environmental, Safety and Fire personnel, and USDA.
  • Prepare and submit daily, weekly, and monthly reports in compliance with policy and procedures.
  • Conduct research and follow up on record discrepancies, notifying supervisors of unresolved issues.
  • Provide front‑desk coverage: log children in and out of the facility, answer questions about programs, finances, waiting lists, events, and policies.
  • Disseminate information to CDH providers on training schedules, certification, application status, and USDA reporting requirements.
  • Take telephone calls, respond to inquiries, and refer calls to supervisors or other staff as appropriate.
  • Assist with resource and referral duties and maintain the current waiting list.
  • Collect fees and charges, record payments, and notify supervisors of delinquent payments.
  • Complete daily activity reports and ensure proper deposit of funds.
  • Monitor supplies and resources; notify supervisors when items need ordering.
  • Serve as a mandatory reporter to Family Advocacy and Child Protective Services in cases of suspected abuse or neglect.
  • Perform other duties as assigned.
Requirements
  • Complete all background checks for child care positions, including fingerprint, Tier 1 child care check, Tier 3 if applicable, and a State Criminal History Repository (SCHR) check.
  • Pass the E‑Verify employment verification check.
  • Pass a pre‑employment physical, provide immunization evidence, and be free of all communicable diseases.
  • Be 18 years of age or older.
  • Obtain and maintain appropriate security clearance as needed.
  • Complete required training certificates and maintain certifications or credentials required by federal, state, or national accreditation institutions used in DoD Child and Youth Programs.
Qualifications
  • Knowledge of administrative support functions.
  • Knowledge of general office automation software, practices, and procedures.
  • Knowledge of military CDC, CDH, SAC, YP, R&R and USDA Food Programs.
  • Ability to maintain a computerized database and use CYMS or equivalent system.
  • Ability to produce accurate reports and military‑style documents.
  • Strong communication skills in English, both verbally and in writing.
  • Cash‑handling skill.
  • Two (2) years of administrative experience.
Education
  • High‑school diploma, GED, or college transcripts showing a degree awarded or conferred.
  • If a degree has not been awarded, provide a copy of a high‑school diploma or equivalent.
