Summary:

As a Structural Engineer with the Officer in Charge of Construction Portsmouth Naval Shipyard you will work as part of a team of professionals driving performance and outcomes, finding innovative ways, and using critical analysis for successful project execution. Duties:

  • You will be responsible for executing in-house structural engineering design work products and services within specified milestones and quality standards.
  • You will perform quality assurance review of drawings, specifications, calculations, cost estimates, and studies prepared by A/E design firms.
  • You will conduct site investigation field trips to project sites.
  • You will prepare correspondence, reports, and economic analyses. Prepare written and oral presentations regarding architectural-related topics.
  • You will assist with construction quality assurance for active construction projects including the following activities; submittal review, responding to RFIs, quality assurance site visits and inspections, commissioning, and project closeout.

Qualifications:

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

  • Applying structural engineering expertise to designs for major projects for customers;
  • Managing structural engineering facilities projects with adherence to budget, schedule, and quality standards;
  • Performing field investigations to verify and document existing structural conditions as a basis for the design of facility projects;
  • Providing technical advice and guidance to client staff engineers on design support of architectural and engineering contracts;

Conditions of Employment:

  • Must be a U. S. Citizen.
  • This position requires a Secret Clearance.
  • Required to obtain/maintain a valid U. S. Driver’s License.
  • Must have a Bachelor’s degree (or higher) in Engineering.
  • Occasional travel within CONUS and OCONUS may be required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition

    Functional Area

    and category assigned to the position is required within established category time frames.
  • You’ll be required to complete ethic orientation within 3months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Education Requirement
:

Bachelor’s Degree (or higher) in Civil (Structural) Engineering

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE)

OR

Evidence of having successfully passed the Fundamentals of Engineering (FE) examination

OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph

A.

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
