Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance
Duties
* You will prepare detailed analytical justifications and interprets complex budgetary policies to demonstrate regulatory compliance.
* You will maintain a clear and comprehensive audit trail for all budgetary transactions and decisions.
* You will provide advice to stakeholders on optimizing financial resources and improving operational efficiency.
* You will develop findings and present actionable recommendations to improve internal controls, mitigate audit risk, and strengthen fiscal stewardship.
* You will be assigned to work in nuclear or radio logically controlled environments.
* You will be subject to medical qualification and surveillance requirements.
* You will maintain all locally required training within the established time frames as a condition of assignment. Requirements Conditions of employment

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to successfully complete a pre-appointment physical examination.
* This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Qualifications For GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
* Experience in preparing reports, charts, and graphs for presentations and briefings to higher level authorities
* Experience in coordinating the execution of budgets.
* Experience in assisting conducting complex financial and program analyses to evaluate costs and benefits.
* Experience in utilizing finance and budget automated systems and software. For GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experienced in performing comprehensive financial management analysis supporting all phases of budget formulation, justification, execution, and financial operations for organizational programs and activities.
* Experienced in carrying out assigned financial management work involving budget formulation and execution, financial analysis, reporting, and internal controls.
* Experienced in selecting appropriate analytical approaches, data sources, and methods, resolves most technical and methodological issues independently, and coordinates work across related financial processes and systems.
* Experienced in conducting complex financial and program analyses to evaluate costs, benefits, risks, and alternative methods for managing organizational programs and administrative operations.
