Position: HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) with Security Clearance
Duties
* You will be responsible for program administration, planning, developing, carrying out the full range of advisory services, and daily work in the functional areas of Employee Benefits.
* You will provide a full range of management advisory services on all day-to-day matters involving workers' compensation and unemployment claims.
* You will review, analyze, and interpret injury compensation standards established by Congress and the Department of Labor.
* You will be responsible for administrating all aspects of the Department of Navy's Federal Compensation Act (FECA) program. Requirements Conditions of employment
* Must be a US Citizen.
* Must be determined suitable for federal employment.
* Must participate in the direct deposit pay program.

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications FOR THE GS-09 LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience applying knowledge of Office of Workers Compensation (OWCP), FECA and unemployment program laws and regulations.
* Experience applying complex fact finding, analytical, and problem-solving methods and techniques to resolve complex problems.
* Experience organizing and delivering briefings and training to upper-level management and employees to encourage understanding Federal Compensation Act (FECA) policies and procedures.
* Experience applying analytical and evaluative methods and techniques to program related issues and studies to make recommendations for future actions. FOR THE GS-07 LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience assisting in applying comprehensive knowledge of Office of Workers Compensation (OWCP), FECA and unemployment program laws and regulations.
* Experience assisting in the application of complex fact finding, analytical, and problem-solving methods and techniques to resolve complex problems.
* Experience organizing briefings and training to upper-level management and employees to encourage understanding of Federal Compensation Act (FECA) policies and procedures.
* Experience assisting in applying analytical and evaluative methods and techniques to program related issues and studies to make recommendations for future actions. Additional qualification information can be found from the following Office of Personnel Management web site:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: FOR THE GS-09 Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR Possession of an LL.B. or J.D. that is related to this position being filled.
