Position: SUPERVISORY CONTRACT SPECIALIST

Summary

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACT AND LOGISTICS DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties
  • You will be responsible for the overall planning and execution of all functions of the Contracting Department necessary to ensure meeting the Command's primary mission of overhaul, repair and modernization of naval vessels.
  • You will direct the full range of contract administration: source selection, sole source justification/approval, awards/modifications, pre-award surveys, cost/price analysis, analysis of contractor's performance and resolution of contract disputes.
  • You will plan, develop and establish long- and short-range procurement and contracting plans, strategies and approaches for overall ship repair and acquisitions and life cycle programs.
  • You will issue/implement contractual changes/modifications driven by technological advances, revised threat assessments, upgraded operation requirements, and others which are inherent in complex and dynamic high-technology ship repair acquisition.
  • You will ensure that manpower and material costs are directly linked to program/mission objectives, that expenditures remain within approved budget levels, and that positions and/or organizational structures promote maximum efficiency and economy.
  • You will serve as the Deputy Chief Contracting Officer for the Contracting and Logistics Department (Code 400), at Portsmouth Naval Shipyard (PNS) Kittery, Maine.

    Functional Area

    and category assigned to the position is required within established category time frames.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to successfully complete a probationary period.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position requires a Contracting, Foundational acquisition certification. You will have 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
  • This a Defense Acquisition Workforce position and Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
