Construction Manager/ Foreman
Overview
You will serve as a COMBINED TRADES SUPERVISOR II in the Production Resources Department, Structural Shop of PORTSMOUTH NAVAL SHIPYARD.
Duties- Determine the resources, materials, equipment, and skilled personnel required to accomplish long‑range project schedules.
- Plan, direct, and coordinate the work of subordinate first‑level supervisors.
- Inspect work in progress and upon completion to ensure they meet all technical, nuclear, and quality assurance specifications.
- Serve as the final on‑site authority for resolving the most complex technical problems and integration conflicts.
- Make recommendations for promotions, reassignments, and awards for subordinate supervisors.
- Must be a U.S. Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E‑Verify employment verification check.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12‑31‑59 must be registered for Selective Service.
- Will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- Will be required to successfully complete a pre‑appointment physical examination.
Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.
This job has a screen‑out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen‑out element(s) will be found ineligible. The Screen‑out Element for this position is: ABILITY TO LEAD OR SUPERVISE:
- Analyzing and approving work plans developed by subordinate trade supervisors, monitoring the status of their work in relation to the overall project schedule, and making adjustments for emergent requirements.
- Setting deadlines and establishing the critical sequence of work operations to be followed.
- Planning, directing, integrating, and executing complex, multi‑trade structural work essential to submarine and ship overhaul, repair, and modernization.
- Developing and executing long‑range work plans and integrated production schedules on a quarterly and project duration basis.
- Determining the resources, materials, equipment, and skilled personnel required to accomplish long‑range project schedules.
