Tax & Property Specialist

Performs a variety of technical, administrative, financial, and customer service duties in support of the daily operations of the Tax Office. Responsibilities include customer service, property tax collection, statutory tax collection processes, foreclosure support, county property sales, manufactured home transactions, and related office functions. Provides information to the public and processes transactions in accordance with Oregon law, County Code, and departmental procedures.

Essential Functions:

  • Provides customer service at the front counter, by telephone, and through email; responds to inquiries regarding property taxes, tax collection, foreclosure, manufactured homes, transient lodging tax, tax warrants, manufactured home seizure, and county property sales.
  • Receives and processes payments; issues receipts; balances daily cash receipts; posts credit card transactions and daily deposits; processes Accounts Payable; and assists with payment reconciliation as assigned.
  • Processes manufactured home ownership transfers and related documentation; assists with manufactured home exemption processing; issues manufactured home trip permits; and research Land Use Compatibility Statements (LUCS).
  • Processes tax warrant activities, including preparing notices, warrants, recording documents, maintaining records, processing payments, and responding to inquiries.
  • Processes manufactured home seizure activities, including preparing statutory notices, maintaining records, processing payments, responding to inquiries, and preparing required documentation.
  • Assists with due diligence required under the Service members Civil Relief Act (SCRA) and House Bill 2089 by researching property owners, heirs, lienholders, and other interested parties; documents contact attempts and maintains required foreclosure records.
  • Assists with foreclosure mailings; maintains foreclosure notices and related documentation.
  • Answers general inquiries regarding county property sales; processes bidder registrations; verify identification; obtain required sale documents; receive payments; and coordinates with the Property Manager during property sale activities.
  • Processes address changes in accordance with departmental procedures; research returned mail; locates updated mailing addresses; and updates taxpayer mailing addresses as authorized.
  • Assists taxpayers, title companies, lenders, attorneys, governmental agencies, and the public by providing information regarding property taxes, manufactured homes, transient lodging tax, foreclosure, tax warrants, manufactured home seizure, and county property sales in accordance with Oregon law, County Code, and departmental procedures.
  • Maintains and updates records in county and state computer systems related to property taxes, manufactured homes, foreclosure, tax warrants, manufactured home seizure, and other Tax Office functions.
  • Assists with departmental projects, annual tax collection activities, and other office operations as assigned.

Qualifications:

Education, Certification, &

Experience:

Associate's degree in business, accounting, finance, public administration, or a related field; and three (3) to five (5) years of progressively responsible experience in property tax administration, accounting, finance, customer service, governmental operations, or a related field; or an equivalent combination of education and experience. Experience involving cash handling, financial recordkeeping, computerized record systems, and customer service is required. Experience interpreting and applying Oregon Revised Statutes, Oregon Administrative Rules, County Code, policies, or procedures is desirable.

Experience with property tax administration, manufactured home transactions, transient lodging tax, governmental financial operations, or other related governmental programs is preferred. Proficiency in 10-key data entry and the ability to accurately process financial transactions is required. Must obtain and maintain a valid Oregon Notary Public commission within six (6) months of hire.
