POSITION OBJECTIVESThe Human Resources Manager (HRM) partners with the Human Resources Director (HRD) to provide leadership, coordination, and operational oversight for key Human Resources functions that support organizational effectiveness and employee success. The HRM is responsible for employee relations, leave administration, recruitment and onboarding, HRIS administration, benefits and retirement coordination, compliance, workforce planning, organizational development, performance management, and HR operational projects.
The HRM serves as a strategic resource to department directors and supervisors by providing guidance on personnel matters, workforce planning, organizational analysis, job classification, position description development, compensation benchmarking, process improvement, and HR best practices. The position develops standardized procedures, reporting tools, and operational workflows that improve efficiency, strengthen compliance, and support organizational growth.
The Human Resources Manager directly supervises the Human Resources Assistant, collaborates closely with the Human Resources Director on departmental priorities, and serves as the acting supervisor for the Human Resources Generalist in the absence of the Human Resources Director.
The ideal candidate is a highly organized, collaborative, and solutions-oriented human resources professional with strong analytical, communication, and leadership skills. They possess advanced proficiency with Microsoft Office Suite, HRIS platforms, SharePoint, Canva, and other business technologies, and have the ability to manage multiple priorities while supporting organizational effectiveness in a fast-paced, evolving Tribal Federally Qualified Health Center (FQHC) environment.
MAJOR DUTIES AND RESPONSIBILITIES Employee Relations & HR Operations1. Provides guidance and support to department directors and supervisors regarding employee relations, workplace concerns, investigations, performance management, coaching, corrective actions, conflict resolution, mediation, and policy interpretation.
2. Implements and promotes consistent application of personnel policies, SOPs, HR best practices, and operational improvements.
3. Maintains confidentiality while fostering positive employee relations and professional communication.
Workforce Planning, Organizational Development & Performance Management4. Partners with HRD, and leadership on workforce planning, staffing analysis, succession planning, organizational development, and strategic HR initiatives.
5. Coordinates job analysis, position description development, job classification, compensation benchmarking, market analysis, and organizational structure reviews with department directors, and leadership.
6. Supports performance management, employee development, and organizational effectiveness initiatives.
7. Leads HR projects, reporting, research, and continuous process improvement as assigned.
Leave Administration & Compliance8. Oversees FMLA, ADA, Workers' Compensation, and other protected leave programs.
9. Coordinates the interactive process, return-to-work planning, and leave communications.
10. Ensures compliance with Tribal, federal, and organizational requirements.
HRIS, Systems Administration & Reporting11. Administers HRIS, electronic personnel records, dashboards, reporting systems, onboarding workflows, and document management.
12. Develop reports, forms, templates, training materials, tracking systems, and standardized procedures.
13. Recommends and implements technology and workflow improvements.
Recruitment & Talent Acquisition14. Coordinates recruitment from requisition through onboarding, including postings, screening, interviews, background checks, offers, and onboarding.
15. Maintains applicant tracking systems, recruitment metrics, and hiring documentation.
16. Represents the organization at recruitment events and develops external recruitment partnerships.
Benefits, Retirement & Disability Programs17. Assists HRD with coordination of benefits, retirement, and disability program administration.
18. Serves as liaison with vendors and assists employees with program information and documentation.
19. Maintains tracking, reporting, and compliance documentation.
Leadership & Department Support20. Directly supervises the Human Resources Assistant.
21. Conduct annual performance evaluations, establish performance expectations, provide regular coaching and feedback, and support the professional growth and development of employees under direct supervision.
22. Serves as acting supervisor for the HR Generalist in the absence of the HR Director.
