General Position Summary

To plan, direct and review the activities and operations of the Community Corrections Department including the Probation and Parole, Community Corrections Center, and Program Services; to coordinate assigned activities with other County departments and outside agencies; and to provide highly responsible complex administrative support to the County Board of Commissioners.

Receives administrative direction from the County board of Commissioners. Exercises direct supervision over assigned professional, technical and administrative support staff.

Essential Functions

The following may not be all inclusive and other duties may be assigned.

* Directs the Community Corrections Department's operations and activities; develop, plan, and implement department goals and objectives; recommend and administer policies and procedures.

* Direct, oversee and participate in the development of the Department's work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.

* Administer and direct the provision of community correction service components to offenders including program planning, fiscal management and planning, evaluation and monitoring.

* Confers with the Board of County Commissioners regarding the activities and programs of the department.

* Supervise and participate in the development and administration of the Corrections Department budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement midyear adjustments.

* Coordinate Department activities with those of other departments and outside agencies and organizations.

* Prepare annual corrections plan in conjunction with the Local Public Safety Coordinating Council and departmental staff.

* Confers with community leaders or groups to discuss the activities and programs of the Community Corrections department; represents the department before the public;
Participate on a variety of boards and commissions; attend and participate in professional groups and committees.

* Travels to various meetings regarding new developments and proposed legislation.

* Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

* Serves as a member of the Local Public Safety Coordinating Council (LPSCC); recruits members and serves as liaison to the Board of County Commissioners.

* Ensures that the Community Corrections programs provide for public safety needs; responds to crises in a manner consistent with county and public interests;
Respond to and resolve difficult and sensitive citizen inquiries and complaints.

* Drafts and revises departmental policies and procedures; ensures review, input and approval from the Board of County Commissioners; ensures implementation of revised and new policies.

Supervisory Responsibilities

Manages four subordinate supervisors who supervise a total of approximately 35-40 employees in the Community Corrections. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
