Procurement Agent

As a Procurement Agent, you will support the Company’s capital development businesses. Areas of focus will include complex construction contracts and field services agreements, long lead engineered equipment and performing the day to day buying for the capital projects group. You will be responsible for understanding project requirements and working with technical leads to lead the Supply Chain contracting process from bid package development through post-award administration.

You will be responsible for buying all materials required for pipeline and compressor station installations. You will be expected to learn and understand the basic commercial and technical drivers of the Midstream business and apply the learnings to contract structures and language. The ideal candidate will have a strong understanding of contracts, commercial terms and procurement having previous experience in the Oil & Gas sector.

Your

responsibilities as the Procurement Agent:
  • Ownership of the contract and purchase order lifecycle: developing requests for proposal, bid evaluations, negotiations, recommendations, approvals, and post-award administration.
  • Participate in basic technical conversations with stakeholders and ask relevant questions that help drive the sourcing strategy, purchasing and contract structure.
  • Negotiate pricing structures, select contract terms, and payment terms with suppliers with the maximum benefit for Company.
  • Prepare and evaluate bid evaluations and supplier scorecards.
  • Provide post-award support for resolving any claims, conflicts, or non-conformances.
  • Proactively identify and manage risks, issues, and cross-project dependencies.
  • Interface with internal experts in legal, tax, finance, and other critical areas to mitigate risk in contractual terms.
  • Collaborate with Project Controls functions as they relate to risk, scheduling, and cost control.
  • Utilize knowledge of or ability to learn industry tax and lease rules and apply to contracts as applicable.
  • Comply with internal policies (e.g., code of ethics), core values, and procedures to ensure that behavior exhibited represents the highest level of integrity, honesty, and transparency.
  • Identify potential synergy and cost savings opportunities such as duplicated contracts or multiple vendors offering the same services.
  • Track and report on activities in various forums, both internally and externally facing project teams.
  • Draft, define, and revise contracting processes into training or process guides.
Qualifications:
  • Bachelor’s Business or Supply Chain degree preferred or relative work experience.
  • Experience working on a Supply Chain team, preferably in the Oil & Gas sector.
  • Extensive experience negotiating and working with construction and engineered equipment contracts.
  • Extensive knowledge of the pipe valves and fitting industry, standards and specifications as they apply to midstream.
  • Extensive knowledge of the content and purpose of each major part of complex contracts (e.g. scope of work, compensation, terms and conditions).
  • Extensive experience working with various commercial contract structures (lump sum, T&M, unit rate, etc.) and knowing the factors that drive the decisions on using each.
  • Experience working with internal experts in legal, tax, finance, etc., to ensure that contractual terms and conditions are acceptable.
  • Experience preparing recommendations to award and contract summaries and presenting to requestors, technical teams, and company management.
  • Ability to calculate Total Cost of Ownership for more complex purchases.
  • Strong proficiency in the ability to multi-task and work across various projects and issues with multiple timelines and competing priorities.
  • Strong written and oral communication and interpersonal skills.
  • Self-driven, logical, organized, and collaborative. Proactively listen and clarify where conflicting or missing information may exist.
  • Experience working with Microsoft software suite, Adobe, and ERP systems.
