Construction Program Coordinator Energy

The Construction Program Coordinator provides programmatic and operational support to the Assistant Director of Construction in the administration and oversight of CAC residential construction and home repair programs. The position provides day-to-day guidance and supervision to Project Specialists and directly supervises CAC’s in-house weatherization crew responsible for completing minor weatherization measures, including air sealing and duct sealing. The position serves as a key link between program administration, project staff, contractors, and the in-house weatherization crew, helping ensure projects are completed efficiently, consistently, and in accordance with applicable program requirements.

The position is primarily responsible for program coordination, staff supervision, and project oversight but will have regular field responsibilities associated with supervising CAC’s in-house weatherization crew. This includes visiting job sites, observing work in progress, providing direction to crew members, verifying completed measures, addressing field conditions, and coordinating with Project Specialists and other program staff. The position is not intended to function primarily as a routine inspection position.

• Provide day-to-day directions, guidance, and support to Project Specialists.
• Assist the Assistant Director of Construction with supervising, assigning, and prioritizing Project Specialist workloads.
• Monitor Project Specialist caseloads and project progress to ensure work is distributed appropriately and projects remain on schedule.
• Review project activity and assist Project Specialists with resolving contractor, client, scope, scheduling, and construction-related issues.
• Serve as an escalation point for Project Specialists when issues cannot be resolved at the project level.
• Conduct regular reviews of Project Specialist performance, productivity, project status, and compliance.
• Identify training needs and assist with developing and implementing staff training.
• Promote consistency in the application of CAC construction policies, procedures, specifications, and program requirements.

• Monitor the overall status of construction projects to identify delays, recurring issues, or other conditions requiring management attention.
• Develop and maintain project tracking systems, reports, and dashboards to monitor project status, completion timelines, inspections, invoices, deficiencies, and contractor performance.
• Assist with establishing and monitoring project completion goals and performance benchmarks.
• Review project documentation for completeness and compliance with applicable program requirements.
• Assist in identifying projects requiring additional management attention and develop strategies for resolution.
• Coordinate with Client Services, Program Support, Compliance, Finance, and other CAC departments to resolve project-related issues.
• Assist with the development and implementation of construction program policies, procedures, forms, and workflow improvements.

• Serve as a programmatic point of contact for CAC contractors and assist Project Specialists in managing contractor relationships.
• Monitor contractor performance, including project completion timelines, responsiveness, quality, documentation, and compliance with CAC requirements.
• Assist with addressing contractor performance concerns and developing corrective action plans when necessary.
• Review contractor workload and project assignments to identify potential capacity or performance issues.
