As the National Environmental Policy Act (NEPA) Scientist II, you will utilize their knowledge to participate in collecting, synthesizing, and documenting data regarding the potential impacts of proposed projects/actions on the natural and built environment.

Other responsibilities will include coordination of reviews of the proposed projects/actions by multiple environmental program subject matter experts and integrate their input into the preparation of Categorical Exclusion, Record of Environmental Conditions (REC), and other basic NEPA documentation, including Environmental Assessments (EAs) and Environmental Impact Statements (EISs). Personal initiative and critical thinking skills are essential to complete job duties with minimal guidance.

Assignments are deadline driven so must be able to set priorities, take ownership of projects, work efficiently and provide a consistent level of high quality in a high-pressure environment.
* Apply knowledge, expertise, and skills for compliance with NEPA regulations (42 CFR , as amended), applicable environmental program responsibilities such as Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Clean Water Act, Clean Air Act, National Historic Preservation Act, and others, applicable federal agency policies and directives, applicable State and local environmental laws and regulations, and American Society for Testing and Materials Standards E1527, D6008, E2247, and E1903;

and other applicable environmental regulations
* Interact with project proponents, stakeholder and subject matter experts and providing preliminary comments.
* Use professional judgement to determine if a project/action may require an environmental assessment (EA) or environmental impact statement (EIS)
* Prepare permits for possible conflicts with environmental resources, dredging, stormwater discharge and other permits related to the proposed projects/actions
* Conduct assessments in accordance with state and federal regulatory guidelines and as directed by project management staff.
* Pre-construction environmental surveys/site approvals, environmental site assessments and environmental baseline studies may be required.
* Participation in project planning meetings including but not limited to pre-construction meetings, planning charrettes, design charrettes, military exercise planning, scoping meetings and public/community outreach or comment meetings.
* Conduct NEPA trainings and assist with outreach material design.
* Cross-train and provide back-up support to other environmental compliance programs as needed.
