PositionSummary
The Estimator / Project Manager is responsible for full life‑cycle project delivery, including estimating, planning, field execution, crew supervision, regulatory compliance, documentation, and client/prime‑contractor coordination. This role manages hazardous‑materials remediation and specialized demolition projects from pre‑construction through closeout and holds end‑to‑end accountability for assigned work.
Key Responsibilities- Prepare complete and competitive estimates covering labor, equipment, materials, subcontractors, disposal, mobilization/demobilization, permits, testing, and compliance.
- Conduct site visits, hazard assessments, and pre‑bid investigations to define scope, logistics, sequencing, and waste handling.
- Develop quantity takeoffs, line‑item estimates, and preliminary schedules.
- Prepare submittals, abatement/demolition work plans, safety containment plans, and disposal plans.
- Solicit, evaluate, and level subcontractor and supplier bids.
- Perform value engineering, risk analysis, and contingency planning.
- Support proposal development, compliance documentation, and pre‑bid meetings/negotiations.
- Transition awarded projects into execution, finalizing budgets, schedules, procurement, and staffing plans.
- Supervise 2–3 field crews, including onboarding, workforce planning, performance expectations, and discipline as needed.
- Lead daily field operations: work sequencing, containment/decontamination, waste tracking and manifests, transport/disposal coordination, QA/QC, and compliance documentation.
- Maintain cost control by tracking budgets, change orders, invoices, and progress billings; forecast trends and implement corrective actions.
- Serve as the primary point of contact for clients, responding to RFIs, coordinating submittals, resolving issues, and negotiating changes.
- Ensure compliance with EPA, OSHA, DOT, and state/local environmental regulations.
- Oversee QA/QC processes including air monitoring, clearance testing, and closeout documentation.
- Enforce project safety requirements including PPE, containment protocols, respiratory protection, and confined space procedures.
- Conduct toolbox talks, lead incident investigations, and implement corrective actions.
- Manage assigned personnel and maintain strong relationships with clients and prime contractors.
- Coordinate subcontractor agreements, scopes of work, and on‑site oversight.
- Prepare and maintain complete project documentation, including work/safety plans, regulatory notifications, waste manifests, and asbestos/lead/PCB records.
- Manage change orders and claims; utilize company estimating and PM software for accurate reporting.
- Coordinate with general contractors, environmental consultants, industrial hygienists, and regulatory agencies.
- Minimum four years of estimating and field project‑management experience in hazardous‑materials remediation and/or hazardous demolition.
- Current Medical Asbestos Physical and Respirator Fit Test.
- Hands‑on experience with asbestos abatement, lead abatement (including RRP), PCB remediation, mold/mildew, and contaminated demolition.
- Experience supervising multiple field crews.
- Strong estimating skills: quantity takeoffs, unit pricing, subcontractor sourcing, and bid preparation.
- Working knowledge of EPA, OSHA, DOT, and state/local environmental regulations.
- Proficiency in scheduling, cost control, subcontractor oversight, and client communication.
