Position LocationThe specialist must be dedicated to this effort and be physically located in the Kodiak, Alaska area for a minimum duration of one (1) year.
Job OverviewThe Industrial Control Systems (ICS) / SCADA Specialist is the primary technical lead responsible for hands‑on maintenance, troubleshooting, and lifecycle modernization of the base's critical Operational Technology (OT) and Facility Related Control Systems (FRCS). The specialist ensures the continuous and secure operation of critical utility plants and building automation systems.
Responsibilities- Lead phased upgrades and replacement of legacy programmable controllers, Remote Terminal Units (RTUs), and obsolete field devices with modern, supported architectures.
- Maintain, troubleshoot, and modernize FRCS and Operational Technology (OT) infrastructure throughout the installation.
- Manage, program, and troubleshoot SCADA environments and Human‑Machine Interfaces (HMIs) supporting critical infrastructure systems including Potable Water, Wastewater, Steam, HVAC, and utility plant operations.
- Integrate and consolidate disparate building automation and HVAC control systems into centralized monitoring and control platforms.
- Configure and troubleshoot industrial communication protocols including BACnet, Modbus, and DNP3 to ensure reliable communications between field devices, controllers, and supervisory systems.
- Coordinate directly with facility engineers and contractors on the installation, configuration, testing, and commissioning of control system hardware and infrastructure.
- Troubleshoot physical operational technology environments including sensors, actuators, motor control centers (MCCs), low‑voltage field wiring, and associated control equipment.
- Maintain, update, and manage technical documentation including control schematics, Piping & Instrumentation Diagrams (P&IDs), network architecture diagrams, point‑to‑point wiring diagrams, and process flow narratives.
- Provide technical support during outages, maintenance actions, modernization efforts, and operational emergencies.
- Perform other duties as assigned.

- Must be a U.S. citizen.
- Must have a Secret clearance or higher.
- Minimum of (8) years of related ICs/SCADA or Operational Technology (OT) experience.
- Strong knowledge of industrial communication protocols including BACnet, Modbus, and DNP
3. - Experience supporting Windows Server 2016, Linux, VMware vCenter, and Hyper‑V environments.
- Familiarity with DoD security and system compliance requirements preferred.
- Preferably holds industry‑recognized IIT, networking, or security certifications such as CompTIA Security+, CISSP, CCNA, or GIAC certifications related to ICs/SCADA environments.
- Associate’s or Bachelor’s degree in Engineering, Industrial Automation, Electronics, or related technical field preferred; equivalent military or industry training may be substituted.
- Effective oral and written communication skills.
- Up to 20% CONUS/OCONUS travel.
- Valid state driver’s license with an acceptable driving record.
- Ability to pass a pre‑hire background and drug screen.
