Position: City Treasurer

This position performs a variety of administrative, supervisory, and professional duties relating to the billing, receiving, accounting, accounts payable, payroll, accounts receivable, debt management, cash management, budgeting, variances, audit oversight, ad hoc analysis, time value of money, risk management,financial reporting, and ensures maintenance of sound internal controls over the City revenues and investment activities of the City. Pursuant to the State of Idaho Statute, the City Treasurer shall be the custodian of all monies belonging to the City.

Works with substantial independent authority, coordinating programs and functions that have a City-wide financial impact, and are subject to review by periodic internal and external audits.

Pursuant to State of Idaho Statute, 50-204, Appointment of Officers, the City Treasurer position is an appointed position by the City of Kuna Mayor and City Council.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsible for the supervision of City staff assigned to the Treasurer's Office, and Utility Billing. Provides leadership and trains Department personnel in policies, procedures, and individual duties; cross-trains staff in office duties to provide job duty coverage; evaluates employee performance, makes recommendations concerning personnel actions, such as hiring, advancement, promotion, suspension, dismissal, or demotion.

Receives, processes, accounts and reports on all City revenue generated through a variety of City programs and services.

Responsible for the development, implementation, and maintenance of an effective revenue collection plan to improve the City's collectability in utility services, and other revenue accounts generated by the provision of City services.

Monitor the balances of City funds to ensure availability of adequate funding to process City expenditures within annual budget allocations; the development, revision, and testing of City internal controls related to cash and investment activities. Actively monitors and manages the processes and controls around cash handling activities of staff to prevent loss.

Performs cash management analysis and prepares cash flow projections and advises the City's investment advisor(s) on funds available for investment. Develop investment strategies in consultation with the City’s investment advisor(s). Evaluates various investments recommendations, considers length of time, return on dollars, and flexibility of terms to maximize return on idle funds consistent with fiduciary nature of the position and such investment policies.

Confers with personnel in City departments to incorporate cash flow needs, investment expectations, and risk tolerance. Analyzes investment transactions designed to improve overall returns within the context of a prudent, safe, and appropriately liquid investment portfolio in compliance with City policies and investment objectives. Prepares reports for the City Council and Mayor describing investment performance and market events providing a forecast of interest rates based on current events.

Responsible for the preparation and submittal of the monthly Treasurer's Report pursuant to State of Idaho Statute 50-208, Duties of Treasurer.

Serves as custodian of City Bond Register and records payment of all bonds and coupons; manages an office environment for the payment, deposit and recording receipt and investment of all City funds;
Responsible for the accuracy of revenues received by Department staff, prepares deposits and deposits revenue at bank(s); as one of several authorized signers on all City bank and investment accounts to release funds for payment; prepares legal advertisements pertaining to Local Improvement Districts, Business Improvement Districts and other capital improvement programs; prepares tax deeds and posts tax deed notices; issues delinquent certificates.

Ability to address and resolve customer service concerns or complaints in a tactful and professional manner; ability to defuse tense customer and staff interactions in a calm and professional manner.
