Summary:

The Mission of the Idaho Department of Correction (IDOC) is to create a model correctional system that provides equitable access to programming and opportunities that reflect community experience, foster connections, and restore victims of crime. IDOC is recruiting for a Program Manager to be filled at the Idaho State Correctional Center (ISCC) located in Kuna,  role manages the full operations of correctional substance abuse and rehabilitative programs involving interviewing, diagnostic, and assessment of residents for program placement.

The Program Manager is responsible for developing and implementing program policies, evaluating program effectiveness, and leading continuous improvement efforts.

Responsibilities:

• Manage all aspects of the programs section including establishing section standards, policies, and procedures.
• Evaluate program performance and makes or recommends program changes.
• Hire and train staff and evaluates performance.
• Research, develops, and monitors effectiveness of grants.
• Interview and consults with residents and assesses and recommends placement into programs.
• Research community organizations and resources and reviews information to determine viability and practicality of using community groups and individuals for resident programming.
• Consult with the management team regarding inmate programming to make improvements, resolve problems, and improve security.

Minimum Qualifications:Your resume needs to clearly articulate how your skills, education and experience meet the qualifications below-

• Some knowledge of management practices.
  
  This is typically gained by completion of two three credit or equivalent upper division college-level courses or approximately 40 hours or equivalent of management training that included all the essential elements of management (Planning, Organizing, Leading, and Controlling - describe each); OR the State/BSU sponsored Center for Management Development Supervision I-IV or IDOC Leadership 100 or equivalent; OR six months of experience performing all management elements described above.
• Planning: determining organizational objectives and deciding how best to achieve them Organizing: determining how to use resources, defining responsibilities and authority Leading: influencing and motivating staff, delegating work and resolving conflict
  
  Controlling: establishing standard and evaluating performance, taking corrective action, and measuring results.
• Some knowledge of case management and counseling.
  
  Typically gained by at least 3 credits of college level of coursework in social science, OR at least 20 hours of training in the fundamentals of case management and counseling, OR at least 3 months of work experience in the social service of law enforcement profession where counseling clients and managing a social service or law enforcement case load (brokering services on behalf of clients) was a primary responsibility of the job.
• Experience administering an assessment and placement program that provide rehabilitative services such as substance abuse, health care and mental health, counseling, or training programs.
  
  Typically gained through at least one year of experience carrying out these activities.
• Some knowledge of supervisory practices. Typically gained by having completed a class or seminar which was more than 1 day specifically covering supervisory practices (such as Leadership 100); OR completed a college course covering supervisory practices; OR you have at least three (3) months experience as a lead worker or supervisor that involved work assignment, direction, and monitoring of staff.
